  • The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources.
  • To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is located in the Executive Office of the Department of Safety and Security and is under the direct supervision of the Executive Officer and the overall guidance of the Assistant Secretary-General for Safety and Security. The Senior Finance and Budget Officer will be responsible for the planning, organizing, managing and supervision of the work of the Budget and Finance Unit within the Executive Office.
  • The Executive Office provides administrative support to the head of the department, programme managers and staff members, in carrying out their financial, personnel and general administrative responsibilities. The Executive Office provides the necessary support services to facilitate the implementation of the Department’s mandates and approved programme of work globally across multiple duty stations including Headquarters, Offices away from Headquarters and Field Operations.

Responsibilities

Within delegated authority, the Senior Finance and Budget Officer will be responsible for the following duties:

Budget preparation:

  • Plans and co-ordinates review of budget submissions.
  • Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements for the Department at Headquarters and in the field, including programmatic aspects.
  • Co-ordinates the preparation of budget submissions from managers.
  • Reviews submission of budget and programme plan.
  • Provides substantive support to the Head of the Department during negotiations with the Advisory Committee on Administrative and Budgetary Questions (ACABQ) and the 5th Committee.

Budget administration:

  • Determines suitability and recommends redeployment of funds when necessary, ensuring appropriate expenditures for UNDSS globally, including coordination with the UNDSS field implementation partners.
  • Liaises with UNDSS globally field offices globally on resource issues.
  • Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
  • Oversees budget performance; monitors variances between approved budgets and actual expenditures.

General:

  • Manages the day-to-day programme of activities of the UNDSS Budget and Finance team to ensure effective and timely delivery of the work programme, plans and discusses individual work programmes with staff, and evaluates their performance.
  • Oversees logistical support to UNDSS field offices globally.
  • Provides advice and guidance, including training, to Headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting.
  • Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues.
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Prepares/finalizes reports for intergovernmental bodies and for management on budgetary issues, and correspondence, including guidelines, instructions.
  • Acts as Certifying Officer under Financial Rule 105.5 to ensure that proposed obligations and expenditures are in accordance with budgets and established regulations and rules.
  • Ensures the integrity of financial and management systems and the internal controls that underpin them.
  • Provides support to the Head of Department in meetings of legislative organs, inter- and intra-departmental meetings
  • Acts as deputy to the Executive Officer and performs other related duties, as assigned.
  • Performs other related duties, as assigned.

Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of 10 years of progressively responsible experience in business administration and financial management with expertise in financial planning and analysis, budgeting, forecasting and financial reporting within a public, governmental or international organization, is required.
  • At least 5 years of experience with supervisory/managerial responsibilities, overseeing finance teams or projects, is required. Experience using the financial management module of ERP systems such as Umoja is required.
  • Experience of at least 3 years in an international organization supporting field operations in conflict or post-conflict settings, in the areas of finance, budgeting, or financial management, is desirable. Experience in liaising with Member States, intergovernmental bodies, such as the UN General Assembly, its main committees and subsidiary organs, inter-agency networks, or similar is desirable. Experience in logistics and supply chain management in an international organization is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
