Job Purpose:

WHI implements water, health, and protection programs, focusing on empowering vulnerable children, families, and communities. The Senior Grant Accountant is responsible for enforcing compliance with all grant standards required by various donors and internal policies including but not limited to procurement and travel. They are responsible for the oversight of accurate tracking of expenses to budget lines along with monitoring and reporting on grant funded program spending.

Essential Functions:

  • Ensure accuracy and integrity of all grants and contracts data; support communication with relevant staff regarding deadlines and deliverables, ensuring complete follow-through on all grants and contracts.
  • Participate in all grants opening and close-out meeting at the conclusion of the grants and provides all required reporting. Reconcile and close out grants/contracts at termination.
  • Coordinate with Program Head/Budget-Holders for narrative reporting requirements.
  • In compliance with WHI’s policy, responsible for the tracking, recording, and clearing of all advances and liquidations in Acumatica.
  • Prepare a weekly cash advance movement sheet for the attention of the Finance Manager, included in this list is the running cash advances by staff.
  • Monitor’s grant and contract receivable reports for grants to ensure payments are made.
  • Maintain accurate and complete electronic copies of all grant agreements, grant database, contract files and maintain good relationship with budget-holders.
  • Support in the preparation of an updated operational budget within WHI.
  • Prepare and maintain a salary and admin support cost grid for submission to the Finance Manager, Country Director and Grant Writer’s.
  • Prepare WHI operational budget for submission to Country Director and Finance Manager.
  • Maintain a standard cost allocation template within WHI.
  • Create subaccount code with budget lines for all new grants in Acumatica.
  • Responsible for all set up in Acumatica.
  • Upload all new grants budget in NPP+ with their unique subaccount codes.
  • Maintains a grant timeline as to when reports are due.
  • Ensure agreements, invoices, donor reports etc. are uploaded in NPP+ to their specific grant.
  • Ensure salaries charged to grants are based on properly approved timesheets.
  • Support in the periodic auditing of procurement documents for compliance and reports findings to the Senior Grant Accountant and Finance Manager.
  • Reviews posted transactions monthly for coding errors, appropriateness of expenditures and missing expenses.
  • Prepare and record all month end closing journal entries
  • Provides a monthly Grant report from Acumatica for all projects within WHI for review and discussion with budget holders, Finance Manager and leadership.
  • Ensures all grant reports from Acumatica are signed by the respective Budget Holder, Technical Directors and Country Directors before uploading into the SharePoint drive
  • Prepare month end back up for the following balance sheet accounts: 13130, 13132, 13500 & 22000, 28300, 28310.
  • Maintain monthly schedules for severance, medical, leave allowance etc.
  • Reviews all documentation chargeable to grants for propriety, supporting documentation, approvals, adherence to policies including allowable costs.
  • Ensures that all transactions are properly coded to the correct grants and the correct budget lines.
  • Prepares or reviews financial reports due to various granting agencies for the Finance Manager’s review prior to submission.
  • Work with grant writers to prepare budgets and proposals and communicate directly with program staff and internal staff to ensure compliance.
  • Work with the Finance Manager in implementing internal control procedures for all financial transactions.
  • Trains staff and sub grantees in grant compliance, policies, and procedures.
  • Monitors and audits sub-recipients of grants for compliance with grant standards and internal controls and reports findings to the Finance Manager, and Director of Field Finance.
  • Follow-up on audit findings to improve financial systems as well as to ensure compliance.
  • Work quickly to resolve disallowed costs in audit findings to recover payment.
  • Prepare for sound audit practices and facilitate any external or internal audits.
  • Pursues learning opportunities to stay current with grant standards.

Minimum Education / Experience:

  • Bachelor’s degree in accounting, Finance, or related field.
  • 3-7 years of experience in grant accounting, financial reporting, and grant management.
  • Strong understanding of Generally Accepted Accounting Principles (GAAP) and government accounting standards (GASB).
  • Proficiency with accounting software and financial reporting tools.
  • Proven ability to prioritize tasks and meet deadlines in a fast-paced, complex, decentralized, and geographically diverse organizational culture.
  • Fluency in English and at least one other relevant language, such as French or Krio.
  • Strong communication skills, oral and written.
  • Attention to detail: To ensure accuracy in financial records and reporting.
  • Strong interpersonal skills and experience working on a multicultural team.
  • Proficient computer skills, especially in Microsoft Suite applications (Word, PowerPoint, Excel, SharePoint).
  • Experience with Acumatica (ERP) preferred.

Working Environment / Conditions:

Standard office environment. Some irregular hours of work may be required in accordance with the needs of the role.

Salary: 18,000-25,000 SLE/month (gross compensation)
