PURPOSE OF POSITION:

The primary role of the Corporate Services department is to provide general guidance, administrative and financial support services to all other departments, ensuring compliance with internal governance obligations and procedures. This department is also responsible for leading and managing logistics, procurement and tendering processes, subgrants management and ensuring adherence to relevant donor policies and regulations.

The Senior Grants Officer is responsible for overseeing subrecipient selection, contracting, management in compliance with ARK and donor policies and procedures. They will also support with subrecipient capacity building and day-to-day mentoring.

KEY RESPONSIBILITIES:

  • Assist project teams with subrecipient selection, including:
    • Preparing pre-qualification surveys or Expressions of Interest
    • Advertising subgrant opportunities
    • Providing guidance on selection memorandums and drafting of subrecipient evaluation documents.
  • Lead on subrecipient pre-award risk assessment process.
  • Responsible for subrecipient vetting and screening as per internal and donor requirements, in addition to subrecipient mandatory eligibility requirements.
  • Responsible for conducting subrecipient compliance trainings.
  • Draft and execute subrecipient agreements.
  • Lead on reconciliation of subrecipient financial reporting; by checking subrecipient supporting documentation to verify compliance with ARK, donor and subaward rules and regulations.
  • Closely track subaward budgets and subrecipient spend in collaboration with the finance department.
  • Pre-empt required subaward modifications and execute subaward amendments.
  • Submit subrecipient payment requests in a timely manner.
  • Support with subrecipient capacity building in accordance with pre-award risk assessment recommendations.
  • Contribute to subrecipient monitoring plan.
  • Lead on subaward close-out, ensuring close-out reporting and completion certificates are completed in a timely manner.
  • Ensure accurate SharePoint filing of subaward documentation.
  • Submission and tracking of subrecipients payment requests on SharePoint.
  • Ensure that organisation’s policies, procedures, and donor compliance practices are being adhered to over the project lifecycle.
  • Provide continuous guidance to project staff on compliance requirements relevant to subawards management.
  • Work closely with project staff, operations and finance, to ensure compliance with donor regulations and ARK policies and procedures.

OTHER RESPONSIBILITIES:

  • Assist with project administration support as surge capacity or absence cover.
  • Support with induction training to new project staff, as required.

SKILLS, KNOWLEDGE AND EXPERIENCE:

Essential

  • Bachelor’s degree in a related field.
  • 3+ years of professional work experience in grants management preferably within the humanitarian or international development context.
  • Experience with donor rules and regulations, particularly U.S. funds, and knowledge of CFRs.
  • Experience working with USAID and familiarity with USAID rules and regulations is preferred.
  • Knowledge of cost allowability rules across procurement, HR and travel for government donors.
  • Excellent command of written and spoken English and Arabic.
  • Flexibility and ability to work under pressure.
  • Ability to set priorities, organise time efficiently and work independently on several tasks simultaneously.
  • Strong interpersonal, team-working and coordination skills.
  • Must be able to maintain highest level of confidentiality regarding work-related information.
  • Computer literacy in Microsoft Office programs (Word, Excel and Outlook).
