Position description
SAIC is seeking a Senior International Agreements Manager who will be instrumental in advancing the Department of Defense’s (DoD) strategic objectives by facilitating international armaments cooperation. This role involves detailed management of Defense Science and Technology (S&T) strategic policy and engagement for international matters, focusing heavily on the development, negotiation, and implementation of Memoranda of Understanding (MOUs), Summary Statements of Intent (SSOI), and Project Arrangements (PAs) related to Research, Development, Test, and Evaluation (RDT&E) and Acquisition. This position requires 4 days per week onsite at the Mark Center in Alexandria, Virginia.
Key Responsibilities:
- Agreement Development and Management:
- Draft, negotiate, and manage complex international armaments agreements, including Memoranda of Understanding (MOUs) and Project Arrangements (PAs).
- Focus on ensuring these agreements meet all legal, strategic, and technical requirements essential for successful international defense cooperation.
- Documentation and Strategy Formulation:
- Develop and refine Summary Statements of Intent (SSOI) that clearly outline the objectives, scope, and expected outcomes of international cooperative projects.
- Ensure these documents provide a clear framework for project execution and compliance.
- Technical Planning and Documentation:
- Create detailed technical planning documents for RDT&E and Acquisition initiatives that clearly outline project goals, deliverables, and timelines.
- These documents will guide the development and execution of Project Arrangements and other international cooperative efforts.
- PA Development and Negotiation:
- Manage all aspects of Project Arrangement development from inception through conclusion.
- This includes negotiating terms, defining project scopes, and ensuring alignment with broader defense objectives and strategies.
- Stakeholder Coordination:
- Collaborate with various OSD components and services to ensure a cohesive approach to international agreements.
- Act as a liaison with the OUSD(A&S) International Cooperation Office to synchronize efforts and ensure compliance with DoD policies.
- Regulatory and Compliance Oversight:
- Oversee the legal and strategic aspects of international agreements to ensure compliance with U.S. laws and DoD policies.
- This includes revising existing agreements to adapt to changing international defense landscapes and technological advancements.
Qualifications
Experience and Educational Requirements:
- Bachelor’s degree from an accredited college or university in International Relations, Political Science, or a related field and at least 6 years of relevant experience is required.
- A Master’s degree in a relevant field is preferred.
- In lieu of a degree, a minimum of four (4) years of specialized experience, including military experience, may be substituted for specific educational requirements.
- Experience in international relations or defense cooperation, with at least three (3) years directly related to international armament agreements, including experience in drafting and managing MOUs, PAs, and SSOIs.
Clearance Requirements:
- Top Secret clearance required; ability to obtain and maintain SCI.
- US Citizenship.
Desired Skills:
- Proven ability to develop and implement complex international agreements within the DoD framework.
- Strong experience in project management, including budget tracking and technical documentation for RDT&E and Acquisition projects.
- Excellent communication, negotiation, and interpersonal skills, capable of maintaining productive international and cross-agency relationships.
