Title: Senior Livelihoods and Economic Inclusion Assistant

2. Purpose and Scope of Assignment
Under the direct supervision of the Head of the Ambato Land Unit, and under the strategic guidance of the Livelihoods Unit, the Livelihoods Assistant will be responsible for:
• Ensure alignment of the livelihood’s strategy on the ground through multi-level
coordination, support to implementing partners, and direct implementation of innovative and demonstration projects.
• Provide technical advice to partners, strategic allies and other actors, to strengthen their capacities in the implementation of livelihood projects with an inclusive market approach, ensuring sustainable interventions and lasting solutions for persons of concern to UNHCR.
• Accompaniment of and participation in the monitoring of livelihood projects of UNHCR partners. In coordination with the programs unit, provide support in the participatory evaluation of programs and projects with an Age, Gender, and Diversity approach.
• Map opportunities with financial services actors for productive and/or asociative credit options, as well as financial education for the population of interest.
• Identification and consolidation of strategic alliances with the private sector, decentralized autonomous governments, economic development agencies, social organizations, institutional and community networks, and other actors in the local productive ecosystem.
• Facilitate and coordinate with actors from the local productive ecosystem, actions that favor increasing employability opportunities and sustainable entrepreneurship for populations of interest to UNHCR and host communities. Actors include: public service operators (ARCSA, IESS, Labor and Production Ministries), local governments (EPICO, academia, institutional and community networks, among others.
• Carry out advocacy so that existing public and private policies, programs and services have a focus on human mobility that make it possible to strengthen the route of care for the refugee population and improve its local integration strategy.
• Include a community approach in livelihood interventions by strengthening associations at the community level, a solidarity economy perspective, developing savings groups, productive associations, community development funds, among others that benefit people in vulnerable situations. (Women, SGBV, LGBTI+ population, young people).
• Contribute to the generation of capacities of partners and allies, regarding the economic inclusion of refugees through technical training in alliance with specialized actors (IESS, SRI, Ministry of Labor, universities).
• Be part of the UNHCR multifunctional team in the field and work in coordination with the different units of the field office in specific protection and programs, and with the Livelihoods Unit at the national level.
• Carry out visits to the field as part of the functions of support, monitoring and follow-up of livelihood programs and projects.
• Preparation of progress reports, collection of indicators and data analysis in coordination with the program unit, and direct reporting to the assigned supervisor. Support in the preparation of required reports from the field office: monthly situation reports, Weekly Highlights, documents, and presentations, among others.
• Other functions that are required by the Office in function and inherent to its position.

4. Qualifications and Experience

a. Education; third level degree in Economics, Engineering, Business Administration, Political Science, International Relations, or related careers. Post-graduate studies will be considered.
b. Work Experience:
– Work experience of at least 2 years in work related to the preparation, execution, monitoring, evaluation and follow-up of productive projects and economic inclusion in urban and rural territories.
– Work experience of at least 2 years in initiatives to strengthen employment or selfemployment/ entrepreneurship, from the public, private or civil society sectors.
– Desirable work experience with the private sector in generating initiatives or inclusive business practices in value chains and access to markets from a shared value approach.
– Desirable experience with refugee population or groups in situation of vulnerability.

c. Key Competencies

– Analytical capacity for generating technical reports and periodic reports.
– Initiative, organizational capacity and logistics.
– Ability to work in an international and multicultural environment.
– Ability to coordinate with different professional and multifunctional teams present in the town.
– Ability to deal with confidential and sensitive information in a professional manner.
– Excellent command of computer packages, databases, statistical programs for data processing and analysis.
– Excellent command of Spanish (oral and written), desirable English at intermediate level
5. Submission of applications
• English at intermediate level is desirable.
• Shortlisted candidates may be requested to sit a technical test.
• Foreign candidates, to be considered eligible for this position, must have a
temporary or permanent residence in Ecuador that allows them to carry out work activities in the country.
• Recruitment as a UNHCR staff member and engagement under a UNHCR affiliate scheme or as an intern is subject to proof of full vaccination against COVID-19, independently of contract type and duration. The recommended candidate(s) will be required to provide the proof of vaccination prior to recruitment.
• If recommended, the candidate must submit a current and updated RUC Unique Taxpayer Registry and a voluntary contribution certificate to the Ecuadorian Institute of Social Security IESS. Voluntary IESS securities will be covered by the staff member. The salary offered is in net terms.
