The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The Senior Officer – Community Health Workforce will be seconded to the Community Health Delivery Partnership and will be a member of the Community Health Delivery Partnership secretariat staff.
The CHDP will be a country focused partnership that will provide technical, coordination, administration and communication support to countries as they work to scale up their community health workforce.
The Senior Officer, Community Health Workforce will coordinate and lead CHDP’s technical support to countries as they scale up community health workers.. The CHDP recognizes the need to strengthen the engagement of community level actors if CHW targets are to be realized.
The position will be based at the French RC HQ in Paris and report administratively to the French RC.The position will be seconded to the Community Health Delivery Partnership with a technically reporting line to the Lead, Health Security and Community Resilience, Health and Care Department
Providing technical support in developing evidence-based training materials and curricula for community health workers.
Work with CHDP secretariat to strengthen the technical support and community focus work through stronger involvement of other community based actors.
Collaborate with the IFRC and NSs to identify the most critical public health issues in the countries where the CHW program will be implemented and support in developing evidence-based strategies to address these issues.
As the technical lead within CHDP support Ministries of Health, the RC/RC network, to establish sustainable micro plans, and strategies for implementation to ensure the long-term impact of the program, including strengthening local capacity and engaging with governments and other stakeholders to ensure ongoing support for the program.
Advise on the development of effective monitoring and evaluation frameworks for the CHW program, to ensure that program outcomes are measured and e valuated effectively, and to provide a robust evidence base for program improvements.
Upon request provide ongoing support and mentoring to community health workers in the CHW program, including clinical guidance, problem-solving support, and regular feedback and evaluation to enhance their knowledge, skills and abilities to effectively deliver health services.
Support the preparation of documentation on the RC/RC movement in successfully instituting the CHWs program and in extracting lessons that can be used to guide the implementation of the REACH Initiative and other RC/RC regional initiatives to scale up CHWs.
Support RC/RC collaborating with other health providers and experts in the field to ensure that the CHW program is aligned with best practices and emerging trends in community health, and to promote knowledge sharing and collaboration.
For REACH Initiative and other RC/RC regional initiative to scale up CHWscontribute to the development of research studies and publications related to the CHW program, to advance knowledge and understanding of community health interventions in Africa and to contribute to evidence-based practices.
Provide support to develop and adopt tools like blended learning models as needed to replicate the training, and scale up the selection, recruitment, and continuous engagement of CHWs.
Assist in communication efforts regarding the role of CHWs at the global, regional, and national levels.
Contribute to identifying and engaging with potential donors and partners and preparing project proposals and documents focusing on scaling up CHWs pro grams

The Resilient & Empowered African Community Health (REACH) initiative is a groundbreaking partnership between the Africa Centers for Disease Control and Prevention (Africa CDC) and the IFRC. Launched in October 2022 and endorsed by African Heads of State and Government, the initiative seeks to leverage the IFRC’s experience in community health.
In October 2023 IFRC along with WHO, UNICEF, USAID, World Bank and Global Fund launched the Community Health Delivery Partnership (CHDP). CHDP builds off the work of the Community Health Roadmap (a global effort to align, coordinate, and increase investments in community health) and will advance the commitments of support to the Monrovia Call to Action (March 2023) and will focused on investing in community health programs as an integral path to universal health coverage.

At least 5 years experience in managing CHW programs in a humanitarian organization.
Long-term and Conflict settings
Experience in effectively dealing with international staff, donor agencies, and government officials; ability to work with a broad spectrum of people
