The People Practice Group (PG)
- The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development under the themes of education, health, social protection and gender. The People PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.
- The People Vice Presidency at the World Bank Group is made up of the Global Practices for education; health, nutrition, and population; and social protection and jobs; additionally, the HDVP houses the gender group. As such, HD is central to the World Bank Group’s vision of a world free of poverty on a livable planet.
- Over the past few years, the World Bank’s People Practice Group has been delivering a scaled-up program with an active portfolio of almost $90 billion. New commitments peaked during COVID (at c. $20 billion per annum FT20-22) and in FY23 dropped back slightly to $16.4 billion. People PG programs took a central role for the WBG during the unprecedented COVID-19 pandemic and during the aftermath. Increased focus is being given to prevention, preparedness and agile responses, while integrating climate and fragility considerations into our work.
Unit Context
- Within the People Vice Presidency Front Office, the Director of Strategy and Operations (DSO) and Chief Economist report to the Vice President of People. The Operations Support team and Human Capital Project both report to the DSO. The Senior Operations Officer will report to the Manager of the Operations Support team and is expected to work with all units in the People Vice Presidency Front Office, with Global Units for health, education, social protection and gender, and with other relevant staff to support the work of the Front Office.
Duties and Accountabilities
The Senior Operations Officer will be expected to lead or contribute substantially to a range of corporate initiatives. Major tasks and responsibilities include, but are not limited to:
- Lead coordination and/or provide substantive input into new targets and corporate commitments, ensuring robust methodologies, monitoring and reporting practices;
- Lead development of systems to track progress against these targets, associated stories and reporting;
- Lead the roll-out of the Corporate Scorecard for the People Vice Presidency Global Units, assisting with interpretation and/or revision of the methodologies, data reporting and results narratives;
- Coordinate and report on IDA20 and IDA21 policy commitments and the Results Measurement System
- Coordination of the annual CPIA exercise, in coordination with the People Vice Presidency Global Units
- Data Privacy Focal Point for the People Vice Presidency
- Contribute to implementation of the Knowledge Compact, in coordination with KM staff in the People VPU.
- Liaise with IEG on reviews that pertain to the People Vice Presidency and advice to teams preparing the Management Response
- Oversee People’s MoU with the Senior Managing Director’s Office on ASA portfolio
- Coordinate or lead the preparation and monitoring of Memoranda of Understanding between the People Vice President and the Global Directors
- Develop monitoring and evaluation reports, data and analytics on the People Vice Presidency’s operations and ASAs;
- Liaise closely with the People Vice Presidency Global Units and other teams in the People Vice Presidency Front Office on these and other corporate initiatives
- Lead or contribute substantively to ad hoc special tasks, as needed.
Selection Criteria
- Master’s degree in a relevant discipline (International Studies, Public Policy, Human Development, Development Studies, Management, Business Administration, Evaluation or similar field) with at least 8 years of experience;
- Solid understanding of World Bank Group organizational structure and key stakeholders
- Strong familiarity with key Bank systems (e.g. BI, AO, Operations Workspace, Analysis for Excel etc) and reporting practices;
- Expertise and experience in results monitoring and evaluation;
- Familiarity with People topics (health, education, social protection, gender) concepts, priorities and GPs will be preferred;
- High degree of motivation, leadership, initiative, flexibility, reliability, and responsiveness to changing demands; capacity for effective multitasking, with a demonstrated ability to be an independent starter with minimal supervision, and a high capacity to persevere for results;
- Good team player and collaborator
- Excellent written and verbal communication;
- Solid Office (Word, Excel, PowerPoint) skills. The ability to use and produce data using Bank platforms.
