Senior Programme Officer

The Senior Officer, Programme contributes to IFRC country delegation coordination, technical, quality assurance support provided to Myanmar Red Cross Society (MRCS) operations and programmes. This includes MRCS actions conducted at headquarters and throughout its branch network at the state, region and township level.

Duties and Responsibilities:

  • Preparedness, Response and Recovery
  • Support the MRCS in conducting needs assessments and creating appropriate selection criteria of people to be reached.
  • Support the MRCS in its design of humanitarian preparedness, response and recovery programmes to meet the needs of the population in the highest situation of vulnerability.
  • Provide guidance and technical support for MRCS implementation of distribution of cash and voucher assistance (CVA) and/or in-kind relief under IFRC-supported operations and programmes.
  • Support MRCS in data collection and analysis.
  • In coordination with MRCS, support the mobilization of communities, volunteers and staff for relief and recovery activities under IFRC-supported disaster response operations.
  • Monitoring of logistical processes, including procurement compliance and supply chain tracking to the field.
  • Support the delivery of relevant technical support to MRCS for programmatic and operational actions, in coordination with other IFRC CD programmatic and operational staff.
  • Support branch development initiatives, in coordination with other IFRC team members, including training of personnel (staff and volunteers) in various thematic areas, and enhancing response preparedness capacities.
  • Support the MRCS to develop and implement operational standards, tools and procedures that ensure quality, consistency and sustainability of operational and programmatic response interventions.

Planning, Monitoring and Reporting:

  • Support MRCS in ensuring planning and reporting requirements are met in a timely and efficient manner.
  • Support MRCS to strengthen its accountability system so it better responds to internal, partner and external needs.
  • Support the research and analysis of quantitative and qualitative information on humanitarian trends in Myanmar that aim to inform IFRC strategic support to MRCS and is responsive to current and emerging needs and threats.
  • Contribute to MRCS’s creation and roll-out of a robust and coherent monitoring system that reflects all its programmatic and operational actions.
  • Organize and participate in field visits to monitor progress of MRCS’s IFRC-supported programmatic and/or operational actions (depending on security context)
  • Contribute to the preparation of timely and accurate reports for internal and external audiences on MRCS’s operational and/or programmatic actions supported by IFRC.

Cross-cutting Humanitarian Standards:

  • Contribute to ensuring that all activities comply with IFRC guidelines and policies (Sphere, Code of Conduct, Principles and Rules for Humanitarian Assistance, Fraud and Corruption Prevention and Control Policy, Safeguarding, PSEA, among others).
  • Contribute to implementing a community engagement and accountability approach in which the target population (those directly reached, indirectly reached and those not reached in the catchment area) has access to clear information, feedback mechanisms for MRCS programmes/ operations.

Coordination and Engagement:

  • Contribute to IFRC country delegation efforts to liaise with Movement components in Myanmar and external actors in the same sector to ensure coordination of and complimentary approaches, including attending respective cluster or coordination meetings.

Education:

  • University degree, or equivalent qualifying experience, in relevant area is required.

Experience:

  • At least 3 years of disaster management or humanitarian programming experience is required.
  • Field experience in participating in the management of disaster and crisis projects and/or emergencies operations is required.
  • Experience of implementing or supporting cash and voucher assistance programming is required.
  • Work experience with the Red Cross Red Crescent is preferred.
  • Experience in project cycle management including proposal development, budgeting, and reporting, monitoring and evaluation is required.

Knowledge & Skills:

  • Effective project management skills is required.
  • Knowledge of methodology for targeting, registration, distribution and post-distribution monitoring for CVA is required.
  • Good analytical skills and solution-oriented is required.
  • Capacity development skills: knowledge and skills transfer to others (within IFRC network, including MRCS staff and volunteers, and target communities) is required.
  • Ability to work well in a multicultural team is required.
  • Excellent stress management skills is required.
  • Demonstrated accountability is required.

Language:

  • Fluently spoken and written English is required.
  • Fluently spoken and written Burmese is required.
