Background
The vacancy is open only for persons with the citizenship of or permanent residence in the Republic of Serbia.
This is an extra-budgetary position subject to the continued availability of funds. The incumbent will initially receive a fixed-term Letter of Appointment until 31 March 2025, which will be subject to satisfactory completion of a 6-month probationary period. A further extension is subject to satisfactory performance and the availability of funds, until the end of the Project (“Piloting a model of informed policy-making, oversight and scrutiny of environmental legislation in the National Assembly of the Republic of Serbia”, ExB #2400911). The Project is currently funded until 31 March 2025 and is expected to end on 1 September 2026, subject to availability of further funding.
The incumbent is assigned to the Mission’s Democratic Governance Section of the Democratization Department.
Tasks and Responsibilities
Under the supervision of the Senior Governance Advisor, who acts as Project Manager of the project, the incumbent is responsible for providing substantive programmatic and administrative support to the management of the extra-budgetary (ExB) project, including in the areas of activity implementation, internal and external reporting, and communication with project partners and beneficiaries. Specifically, the incumbent will be responsible for:
- Carrying out a range of tasks in relation to conceptualization and implementation of individual project activities on the Project, which include overall assistance and support in the organization of research, conferences, study visits and training seminars, in addition to data analyses and visibility activities. While carrying out these tasks, the incumbent is responsible for both the substantive and administrative aspects of the project implementation, including monitoring of the expenditure of project funds for specific project activities;
- Regularly liaising between the main project beneficiaries in the National Assembly of the Republic of Serbia, and all relevant stakeholders, including the future Green Cabinet, Implementing Partners (IPs) and Service Providers. Maintaining regular communication and information exchange on project requirements and the state of its implementation within the Executive structure and analysing its correspondence to programmatic objectives in the Democratic Governance Section, and department as a whole;
- Preparing relevant documents and drafts Terms of Reference for engagement of IPs, based on project objectives and in line with guidance provided by the extended project team. Monitoring implementation of activities carried out in co-operation with selected IPs to evaluate their progress and impact. Conducting independent field visits and maintains regular communication with selected implementing partners;
- Drafting Terms of References for engaging national and international experts and preparing relevant documents for engaging service providers. Preparing different procurement related documents;
- Preparing briefing material pertaining to the issues addressed through the project activities. Drafting activity reports, minutes of meetings and talking points. Contributing to the preparation of the project financial and narrative reports and other documents as required to fulfil the donor’s reporting requirements. Regularly contributing to the Mission’s monthly activity report;
- Performing administrative duties in support of project implementation, such as keeping minutes and notes to file or action points from meetings attended, scheduling appointments and meetings, maintaining the filing system of the project and lists of contacts in prescribed format for subsequent use.
Necessary Qualifications
- Citizenship of or permanent residence in the Republic of Serbia;
- Completed secondary education, supplemented by post-secondary studies or relevant training in political science, environmental affairs, public administration, human rights or humanities;
- A minimum of six (6) years of working experience, preferably in an international, governmental or civil society environment, to include project management, office management, event management, record-keeping and information-processing;
- Excellent knowledge and understanding of the current political situation in Serbia and the region;
- Awareness of international environmental policy framework relevant for Serbia;
- Excellent oral and written communication skills in English and Serbian;
- Computer literate with practical experience in Microsoft applications;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender and youth perspective into task and activities;
- Ability and willingness to work with people of different nationalities, cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity.

Remuneration Package
The incumbent will receive a fixed-term Letter of Appointment until 31 March 2025, which will be subject to satisfactory completion of a 6-month probationary period. The Project is currently funded until 31 March 2025 and is expected to end on 1 September 2026, subject to availability of further funding.
Appointments are normally made at Step 1 of the applicable salary scales.
Monthly remuneration, subject to social security deductions, is approx. EUR 1,730.83. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
