The CAMH Enterprise Project Management Office (EPMO) is currently seeking a Senior Project Manager for a full-time contract position. The Senior Project Manager will report directly to the EPMO Senior Portfolio Manager or Director and to project sponsors for project deliverables.The Senior Project Manager will be responsible for a number of projects beginning with the CAMH-Oxford Collaborative for Suicide Prevention (Hope App) and the RoadSafetyBC Responsible Driver Program (RDP).Project 1: CAMH-Oxford Collaborative for Suicide Prevention (Hope App)This collaboration of University of Oxford, University of Toronto, Centre for Addiction and Mental Health (CAMH) and Oxford Health NHS Foundation Trust (OHFT) was formally established in November 2020, to surface great ideas for collaborative working to yield world class results.The goals of the CAMH-Oxford Collaborative for Suicide Prevention including: * Creating a translational research hub for mental health and to support collaborative research across organizations.
- Creating a framework for information exchange to support participation and co-design of digital programs and interventions.
- Facilitate trainee placements, fellowships and staff mobility across partners.
- Participate in and co-host lectures, seminars and conferences.
- Collaborate in quality improvement and education initiatives.
- Review respective digital initiatives and programs.
- Support status of global digital exemplar with reference to ‘world class’, consider joint digital programs, for example, Risk Stratification, Tele-psychiatry, Consent and governance models.
The Hope app is a mobile app that provides people experiencing suicidal thoughts with the tools and resources to help keep them safe. It was originally developed by CAMH in 2019.As part of the CAMH-Oxford Collaborative, the app will be adapted as the basis for a new application that will be widely available to the general public.Initial discussions are underway about the functions, features, and content of the new version of the application. The next steps are to agree on a minimum viable product, develop the schedule, and begin product development including architecture, functionality, content, branding, and user experience.The Senior Project Manager will be responsible for overseeing this work. This will include co-ordinating and facilitating discussions between CAMH and Oxford with respect to product development of the app, implementation/launch planning, operational management, and other product/project management activities.The Senior Project Manager may also support the Oxford-Toronto Collaborative Operational Committee meetings, which occur 6-8 times per year.Project 2: RoadSafetyBC Responsible Driver Program (RDP)The Province of British Columbia, as represented by the Minister of Public Safety and Solicitor General, has awarded CAMH the contract to to assist RoadSafetyBC in the delivery of the Responsible Driver Program. The RDP is a remedial program for people with alcohol or drug-related driving prohibitions or convictions. The program provides education and allows drivers to regain licenses once they have passed the requirements of the program.CAMH offers a similar program in Ontario (the Back on Track program) and this experience will be leveraged for the RoadSafetyBC project.The work includes implementation of a technology platform to support the program as well as creation of content, service delivery, and operational management of the program.Release 1 of the online system (which is built and hosted by a third party vendor) has been developed and is now live. Two more releases are required in order to complete the technology platform, which must fully operational by October 2024.The Senior Project Manager would oversee the work related to the contract with the Province of British Columbia, as represented by the Minister of Public Safety and Solicitor General, including technical and non-technical aspects of the project.Senior Project Manager RoleFor both projects, and future projects, the incumbent will be responsible for hands-on leadership as well as execution of work in order to achieve goals and objectives relating to the assigned project(s). This may involve direct and/or indirect supervision of staff delivering on project tasks (task assignment, coaching, mentoring, performance management) and budget management to ensure projects are within scope, on budget and on schedule.The Senior Project Manager will be responsible for working with multiple clinical, administrative, and executive stakeholders both internal and external to CAMH. The Senior Project Manager will develop work plans, accountabilities, timelines, requirements, communication plans, change management plans, training plans, etc. for the assigned project(s) with key stakeholders and ensure these deliverables are developed and executed in a manner which supports agreed upon timelines and objectives. The Senior Project Manager will be responsible for monitoring and reporting on all aspects of the project(s) in accordance with EPMO processes. This position may also include project administrative tasks.The Senior Project Manager will support a healthy workplace that embraces diversity, encourages teamwork and complies with all applicable and regulatory requirements.Key Accountabilities
- Strategic project, annual, and/or operational planning;
- Hands on leadership and execution across: initiation, planning, execution, monitoring and close of all of project related activities;
- Managing stakeholders to ensure that there is agreement to scope, approach, deliverables, timelines, and budget to achieve overall success of the project;
- Utilizing the CAMH project management methodology to drive project standards, identify risks and issues, document and approve change requests, and execute activities that achieve the agreed upon project deliverables;
- Providing leadership to and facilitate meaningful engagement of all stakeholders, including early identification and management of conflicting priorities;
- Building effective and collaborative relationships with various project stakeholders within and external to CAMH;
- Resource management for assigned project management resources;
- Developing tendering documents, requests for proposals and contracts.
- Budget development and tracking for project and operational work.
Primary Duties and Responsibilities:NOTE: The Senior Project Manager will be the key point person for the project and be responsible for hands on development of project deliverables.
- Working closely with the leadership team to develop the project approach/strategy and plans;
- Identifying project objectives, milestones, and deliverables and working with the relevant project teams to successfully achieve them;
- Establishing priorities, coordinating and supporting project teams members in their roles;
- Identifying risks and mitigation strategies;
- Identifying project issues and working with the team to resolve the issues;
- Project reporting both internally and to external project funders;
- Facilitating inter-professional working group sessions and/or steering committees;
- Reviewing processes to ensure that internal controls are appropriate;
- Developing and delivering project presentations for various stakeholders both internal and external, including executive audiences;
- Conducting benefits realization/evaluation activities;
- Synthesizing literature and writing reports including business cases and briefing notes;
- Developing and implementing the communication plan with input from key stakeholders;
- Co-ordination and collaboration with other CAMH project teams as necessary;
- Directly and/or indirectly supervising project team members;
- As a senior leader in the organization providing coaching and mentoring and performance feedback as necessary to project team members and others as identified;
- Managing project and operational budgets.
- Master’s Degree preferred (ideally in a discipline relevant field e.g. digital health, health informatics, health administration, etc.) or equivalent work experience
- Minimum 5-8 years demonstrated progressive and relevant experience in project management and/or hospital administration with increasing complexity and scope
- PMP certified is an asset
- Experience working in a healthcare environment is an asset
- Knowledge of the mental health and addictions sector is an asset
- Experience successfully managing healthcare projects in a clinical setting is an asset
- Experience successfully managing software implementations is required
- Experience with product development for a web-based application is a strong asset
- Familiarity and understanding of the software development lifecycle is an asset.
- Knowledge and experience with change management are required
- Experience working with diverse clients and stakeholders is required
- Experience building and maintaining stakeholder relationships with government, hospitals, community and system partners, and the ability to understand and solve problems at a systems-level utilizing a collaborative approach with partners to seek solutions required
- Experience working with academics and researchers is an asset
- Strong organization and planning skills are required
- Demonstrated experience in developing solutions to highly diverse challenges that highlights strong analytical, organizational, conceptual and decision-making skills is required
- A demonstrated ability to adapt and manage changing priorities is required
- Excellent interpersonal skills are required
- Strong leadership skills and experience working with direct reports, indirect reports and executives are required
- Proven skills in judgment, tact and diplomacy as well as strategic and critical thinking are required
- Demonstrated flexibility and ability to adapt and manage changing priorities is required
- Proficiency in Microsoft Office including Word, Excel, and PowerPoint is required
- Excellent verbal and written communication skills in English is required
- Procurement experience is an asset
- Vendor and contract management experience is an asset
- Business development and/or strategic planning experience is an asset
- Candidate will need to be flexible for scheduling and hours will need to be adjusted as per project schedule and deliverables.
