Senior Protection Officer

Job Overview: 
Three Senior Protection Officers (POs,) based in Ecuador, Colombia and Peru, will be funded to manage program referrals through direct candidate outreach, information sessions, and providing technical assistance to candidates during the application process. This includes assistance with CV creation, interview preparation, and overall support.

The POs will receive direct project support, guidance, training, and oversight from the Regional Case Processing Coordinator (RCPO) who will oversee regional recruitment efforts, provide training and technical assistance, create, and manage a regional candidate recruitment strategy, and oversee post-recruitment case management through the resettlement process. 

Major Responsibilities:

  • In coordination with the RCPC, the PO will support the implementation of a local outreach strategy to build partnerships and identify potential candidates.
  • Implement the in-person identification plan to refer eligible candidates to TBB’s Talent Catalogue.
  • Clearly communicate eligibility criteria, timing, and processing details to clients to manage expectations effectively.
  • Provide comprehensive information to eligible candidates about the program, timing, available support, and expectations related to life in the U.S. (including taxes, costs, education, and culture) to ensure informed decision-making.
  • Offer assistance to eligible candidates on using TBB’s Talent Catalogue, ensuring the quality of registries and addressing any related issues.
  • Conduct thorough screening and intake interviews to verify employment credentials, English language skills, and basic eligibility for the USRAP.
  • Support pre-selected candidates in preparing for and navigating job interviews and placements.
  • In close coordination with the RCPC, refer selected candidates to U.S. Refugee Coordinators, who will then forward applications to the appropriate Refugee Support Centers (RSCs) as P-4 applicants (P4 eligibility and referral process is still being finalized by PRM. There could be an opportunity to refer directly to RSC).
  • Coordinate and facilitate the enrollment of targeted training opportunities for candidates and their nuclear family members to improve English language skills and expertise (if applicable).
  • Once candidates are screened through the RSCs and receive Cultural Orientation (CO), provide additional, Welcome Corps at Work-specific, pre-departure orientation for USRAP-approved refugees.
  • Supply additional cultural orientation resources on topics such as employer expectations, managing working relationships, and interactions with private sponsors and employers.
  • Collaborate closely with the RCPO, providing timely updates on operations and deliverables.
  • Prepare detailed reports, manage data collection, and maintain information according to the Monitoring, Evaluation, and Learning (MEL) plan.
  • Contribute as necessary to the project evaluation and surveying process.
  • Ensure all work adheres to current Welcome Corps and IRC policies, ensuring the professional and efficient delivery of services.
  • Perform other duties as assigned by the supervisor.

General Responsibilities:

  • Attend and participate in trainings identified and/or organized by the Project Manager or Coordinator.
  • Follow all IRC policies, procedures, and guidelines.
  • Report any violations of the IRC Sexual Abuse and Exploitation, The IRC Way, and Child Safeguarding Policy (TZ specific and global), as per the IRC Tanzania reporting mechanism.
  • Represent IRC at interagency and coordination meetings, as assigned.
  • Assist in control and proper usage of stationary and other items relating to work.
  • Perform other duties as may be assigned by the Project Manager or Education Coordinator.

Job Requirements:

Education:

  • University degree in any field or equivalent work experience.

Work Experience:

  • At least two years of relevant professional experience with previous data collection and interviewing experience required.
  • Resettlement processing or other NGO experience is preferred.
  • Previous work in a multi-cultural environment is advantageous.
  • Established relationship of trust with local refugee population, expert in protection needs.
  • Understanding of employable skillsets within and among local refugee population (I.e. a basic understanding of what skillsets refugees possess in their area of remit; non-exhaustive examples: construction, manufacturing, early childhood education, computer programming, etc.
  • Experience with case management.

Demonstrated Skills and Competencies:

  • Ability to do advanced quality check on cases utilizing Talent Catalogue CRM reports and filters.
  • Must be both team and detail oriented, flexible and able to work in a fast-paced, multi-cultural environment.
  • Ability to multitask, work effectively under pressure and manage repetitive work.
  • Strong communication skills with a demonstrated ability to professionally interact with partners, beneficiaries, and interpreters.
  • Excellent report writing skills; ability to produce grammatically correct, error-free reports.
  • When required, ability to assist in providing necessary guidance and support to co-workers.
  • High level of professionalism while carrying duties per the SOPs (ie. integrity and confidentiality).
  • Ability to perform interviews and data collection through good listening and analytical skills.
  • Willingness and ability to travel to and work in remote locations such as refugee camps

Language and Computer Skills:

  • Excellent verbal and written Spanish and English language skills; French language a plus but not required.
  • Computer Literacy – high level of competence in Ms Office i.e. Word, Excel, and PowerPoint, Outlook.
  • Proven advanced data entry skills with extreme accuracy, attention to detail, and self-checking abilities.

Working Environment

  • This position is based at the IRC office in Lima – Peru but may occasionally require national and/or international travel. This position will work closely with other members of the WCW program, based in Latin America and the USA.
