The ILO has a short-term opportunity for the temporary replacement of a staff member taking a period of 26 weeks of parental leave. The opportunity is time bound and there is no expectation of extension beyond the period of the parental leave. 

The position is located in the Public Finance, Actuarial and Statistics unit (SOC/PFACTS) of the Universal Social Protection Department (SOCPRO). PFACTS is responsible for providing financial, actuarial and statistical advice to constituents applying the principles and values of ILO social security standards. The unit leads work on articulating ILO positions on social security reforms, as well as costing and financing of schemes, providing options for fiscal space and financial governance of social protection schemes. The unit is also responsible for the collection, statistical processing, and production of global social protection data through the Social Security Inquiry (SSI) and other international sources. This data is used for producing the World Social Protection Report and for the monitoring of the Sustainable Development Goals (SDG) and particularly SDG indicator 1.3 to implement nationally appropriate social protection systems.

The main role of the position is leading development of the new methodologies in the field of social protection statistics, statistical research, data collection, analysis and visualization activities of the Department. The position will contribute to the Global Flagship Programme on Building Social Protection Floors for All. The position requires working very closely with other technical specialists of the Department as well as collaborating with social protection field specialists and other technical units of the ILO. 

The incumbent works under direct supervision of the Head of SOC/PFACTS, and ultimately report to the Director of SOCPRO. 

Description of Duties:

• Lead the development of the internationally comparable social protection statistics and indicators, review and development of the tools, data visualization and the guide on building national systems of social protection statistics, as well as deliver and coordinate high-quality technical support at global, regional and national levels to advance the Decent Work Agenda and social justice, taking into account the integration of cross-cutting policy drivers.
• Lead and conduct social protection quantitative research and analysis, data compilation, review and development of the new methodologies and tools to build new gender sensitive indicators and include new data disaggregation (by migration/refugee status, status in employment, etc), data visualization and building national systems of social protection statistics and M&E frameworks.
• Develop and lead/coordinate the development of ILO Social Security Inquiry (SSI) online tool and its database through a constant review, update and development of its concept and methodology.  Actively ensure coherence with other statistical databases in the ILO.
• Lead the maintenance, updates and enhancements of the World Social Protection Dashboards and Social Protection Monitor Tool in order to keep an updated inventory of social protection measures around the world, including its publication in the Social Protection Platform of SOCPRO.
• Coordinate the technical support facility on social protection statistics; coordinate the development and maintenance of statistical performance monitoring and policy evaluation tools for implementation at the country level.
• Create linkages with other tools used by members of the Global Technical Team and constituents (e.g. the Inter-Agency Social Protection Assessment tools, actuarial valuations, Pension and Health models, etc.) that can contribute to data collection and update and the development of social protection modules in labour force surveys. 
• Organize, facilitate and make technical contributions at seminars, conferences and other events.
• Lead work streams/teams involved in this work and ensure the effective management of staff and consultants in accordance with ILO standards.
• Perform other relevant duties as assigned

Required qualifications:

Education:

• Advanced level university degree (Master’s or equivalent) in economics, econometrics, statistics, applied mathematics, development studies or related field or other relevant field.

Experience:

• At least seven years of experience in social protection data, extensive experience in statistics and data analysis, including the development of social statistics databases and their conceptual and methodological use, including at the international level.
• Excellent knowledge of EXCEL and SPSS or STATA (or equivalent software) is a requirement. Prior experience in data, modelling, analysis and research on social protection and data visualization software (e.g. Power Bi) is a requirement. Experience in providing technical assistance on social protection to countries would be an asset. 

Languages:

• Excellent command of written and spoken English is essential. A working knowledge of at least one second working language.
