Sr. Finance Officer – Donor Contract and Partnership (INT10515)

The Role:

 

Oxfam in Indonesia is looking for Sr. Finance Officer who will oversees the day-to-day management of donor contracts and partnerships. Reporting to the Country Finance Lead (CFL), this role contributes actively to enhancing the efficiency and effectiveness of the country’s financial systems and procedures. Responsibilities include ensuring the accuracy and completeness of donor reporting, supporting project and partner financial administration, managing a portfolio of approximately 10 donor-funded projects and over 15 local implementing partners’ contracts. The Senior Finance Officer also provides financial management and capacity-building support to local partners, ensuring adherence to general accounting principles and compliance with Oxfam and donor-specific financial regulations and guidelines.

This role ensures project finances comply with Oxfam policies, donor finance procedures, regulations, and guidelines. The Senior Finance Officer maintains financial control over projects, including budget monitoring and periodic progress reporting, taking actions to ensure overall financial health within budget constraints. Collaboration across teams and close coordination with program staff under the Finance Lead’s supervision are essential.

Additionally, the Sr. Finance Officer plays a pivotal role in the smooth transition or closure of finance operations as per Oxfam Great Britain (OGB) guidelines, applying strong analytical skills in financial risk management. Hands-on involvement in day-to-day operations requires excellent time management and technical proficiency to navigate complex financial environments effectively. The Project and Program is downsizing starting end of this year, this required the post holder to focus on the office closure in an accountable manner in the area of finance.

In addition:

  • At least 5-7 years experience in Financial Management with multiple projects, partners, and donor’s portfolio and an advantage of having experience in the area of donor contract and partnership management.
  • Finance and Accountancy qualification e.g. MBA, CPA, ACCA, CIMA, or equivalent.
  • Hands-on experience using financial software, Oxfam in Indonesia uses OPAL and Finance Peoplesoft.
  • Expert in using MS Excel as most of the financial operations data using Excel format.
  • Experience managing the performance of others and helping people to develop, grow, and achieve their potential, including increasing diversity and inclusion in teams and/or workplaces.
  • Strong analytical skills

  • Proficient communication and presentation skills
  • High standards of performance
  • Working experience with International NGO and having experience in managing office / project closure will be an advantage.
