Working for Pembina means working safely.Overview:Pembina Pipeline Corporation is recruiting for a Sr Advisor, Regulatory Services. Reporting to the Manager, ESG, the successful candidate will work with a team of professionals and be an integral part of the regulatory team within the External Affairs Service Unit. This position is primarily responsible for providing regulatory toll and tariff support and guidance for Pembina’s Alliance Pipeline assets that are under the regulation of the Canada Energy Regulator (CER) and the U.S. Federal Energy Regulatory Commission (FERC). The scope of work covers both day-to-day operations of the existing Alliance service framework, as well as potential future business developments.The External Affairs Service Unit brings together Land, Communications and Government Relations to provide essential services to projects and to ongoing Pembina business. In addition to this group effectively mobilizes project support across while ensuring proper governance and controls are in place.Responsibilities may include but not limited to:
- Provide regulatory leadership on the creation and evaluation of appropriate tariff terms and conditions of service for transportation service enhancements, incremental services, new pipeline interconnections, or capacity addition proposals;
- Assist in the preparation of information for toll, tariff, and compliance filings to the CER or FERC, including ongoing periodic reporting requirements. Provide regulatory support and/or direct preparation of evidence testimony in CER or FERC regulatory proceedings, as required;
- Assist in the organizing and managing of the Canadian Alliance Pipeline Shipper Task Force, including the preparation and delivery of presentations for shipper consultation purposes;
- Establish and maintain policies, practices, and procedures for ensuring regulatory compliance, as they relate to terms and conditions of transportation service on the Alliance Pipeline system;
- As required, provide strategic regulatory toll-making advice and financial modeling analysis, including cost-of-service determination, cost allocation methodology, and rate design modification;
- Provide regulatory analysis of CER and FERC regulatory policy making initiatives and decision precedents that could impact the competitive pipeline landscape and provide advice for policy positions to be taken by Pembina, on behalf of its CER and FERC regulated entities;

Qualifications:
- Degree in Business, Economics, Science, Engineering, or similar field;
- 5+ years of related regulatory or commercial experience; or experience working within a regulated energy industry. In-depth knowledge of the regulatory regimes governing pipelines in the U.S. and Canada, including economic, engineering, and environmental regulatory aspects, would be an asset;
- Broad understanding of the energy pipeline transportation industries in Canada and the United States, and the related upstream producer supply sector and the downstream consumer market;
- Sound basis in energy economics and technical issues relating to energy pipeline transportation; and
- Ability to communicate effectively both orally and written; demonstrated interpersonal skills in communicating company positions to shippers, regulators and within industry.
