Description of Work
The primary purpose of Appraiser I (Staff Appraiser) is to prepare real estate condemnation appraisals (primarily narrative format), right of way estimates and feasibility studies. A significant amount of time must be set aside to help train and monitor Registered Trainees within the Area Office. Real estate appraisals are used to support the Department’s request for reimbursement of right of way costs from the FHWA and as a basis for negotiations with the property owners. Right of way estimates and feasibility studies are used to prioritize and budget funding for future highway construction projects. The Appraiser provides expert testimony in condemnation trials in coordination with the Office of the Attorney’s General. The Appraiser also provides sales and cost data to the Negotiating Section for the preparation of Right of Way Claim Reports on minor claims. This program involves the real estate appraising of properties affected by the NCDOT Highway Program. The appraisal process consists of a before and after value along with determining damages to the remaining property. Work involves considerable public contact with landowners, state and local officials and other highway officials. Work is guided by federal and state laws, policies and procedures and is performed under the general supervision of a Right of Way Appraiser who reviews work in progress and upon completion for accuracy and performance to established standards.

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution with a degree in Business, Economics, Real Estate or related field (i.e., Civil or Structural Engineering, Architecture) from an appropriately accredited institution and three years of experience in right of way or real estate appraisal work; or High school or General Educational Development (GED) diploma and seven years of experience in right of way or real estate appraisal work, including four years in right of way work; or an equivalent combination of education and experience.
Necessary Special Qualifications: Certification as a N. C. State General or General/Residential Real Estate Appraiser. Minimum Training and Experience for Right of Way Appraiser Trainee Appointment Graduation from a four-year college or university; or an equivalent combination of education and experience. Possession of a Registered Appraiser Trainee certificate from the North Carolina Appraisal Board.
If there are no qualified candidates remaining in the applicant pool who meet the minimum Education and Experience or Knowledge, Skills and Abilities required for the position, the agency may consider for this position, a trainee who does not meet the minimum requirements. Salary for a trainee may be set at a lower level than the classification salary range and recruitment range that is listed in the posting with the salary being adjusted up accordingly as the trainee has obtained the necessary additional education and experience to fully meet the minimum qualifications as outlined in the classification specification.
