The Edmonton Police Service (EPS) requires a highly effective team player for the Business Case Development and Reporting Section within the Portfolio and Reporting Branch. Your pivotal role will encompass a diverse range of projects, from business process improvements to services development, programming, and strategic collaborations which support EPS in pursuit of its vision to be relentless on crime and a great partner in community safety. The primary focus of this position is to complete strong business cases by clearly defining problem statements, benefits, possible responses, and preferred solutions. Responsibilities will include:

  • Leading the recruitment, coaching, and development of the Portfolio and Business Case Development Section team and ensuring alignment of all Annual Performance Plans.
  • Collaborating with stakeholders such as (but not limited to) HR, Finance, IT, Partnerships, Facilities, Procurement, and Operational Leaders to complete operating and capital business cases.
  • Oversee and verify analysis to support business case development including but not limited to ROI, cost-benefit, distributional analysis, change readiness, change impact, equity and diversity, sensitivity analysis and sustainability of proposed solutions.
  • Write and present business cases to senior management and stakeholders, clearly articulating the rationale behind recommendations.
  • Assist the Director in ensuring projects are prioritized and strategically aligned to the direction of the company.
  • In collaboration with the Program Manager, Enterprise Project and Change Management, perform portfolio planning, analysis, resource (capacity and demand) forecasting.
  • In collaboration with the Program Manager, Enterprise Project and Change Management, analyze project data at an aggregate level and generate insights and recommendations to best attain business objectives. Challenge project data related to risk, value, cost, and time to ensure clarity and consistency for execution and decision making.
  • In collaboration with The Program Manager, Enterprise Project and Change Management, provide advice and guidance on report writing within EPS, support reports and correspondence writers to have a better understanding of elements of informed decision making and enable better decisions and value in line with EPS’s vision and mission.
  • In conjunction with the Branch leadership, track and monitor the progress and outcomes of approved business cases, identifying any deviations from the original business case.
  • Identify areas for process improvement within the governance, business case development and reporting processes, proposing and implementing solutions as needed.
  • Performing other related duties as required.

Qualifications

  • University degree in Business, Commerce or Economics, Social Work, Social Science or related discipline. A graduate degree is preferred.
  • Minimum of seven (7) years’ experience in, business case development, business planning, research, analytics and financial forecasting and/or data mining which includes a minimum of four (4) years’ experience in strategic business planning, and leadership within a team environment.
  • A combination of experience and education may be considered.
  • 4 years’ experience leading and coaching small teams would be an asset.
  • 5 years proven experience in business case development, root cause analysis techniques and application of social return methodologies would be an asset.
  • 5 years proven experience in report writing for governing bodies and understanding of Corporate Social Responsibility (CSR) reporting principles would be an asset.
  • Significant ability to use portfolio management tools.
  • GBA+ and Indigenous Awareness training is considered an asset.
  • Strong project management skills, with the ability to prioritize and manage multiple tasks simultaneously.
  • Attention to detail and a commitment to producing accurate and reliable materials.
  • Experience in coordinating cross organizational business processes.
  • Excellent written and verbal communication skills, with the ability to present information in a clear and concise manner to all levels of the organization.
  • Strong demonstrated leadership analytical and problem-solving skills.

  • As part of your pre-hire screening you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.

Hours of Work:
33.75 hours per week, 0800 – 1600 hours Monday – Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.Salary Range:
21M, Salary Grade: 032, $48.707 – $62.156 (Hourly), $3,287.70 – $4,195.50 (Biweekly), $85,809 $109,503 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.General:
