Strategic Planning and Resource Mobilization Specialist

Mozambique and will work in close collaboration with all the Office’s Units and coordinate with all relevant Technical Units at FAO Headquarters, at regional level (Regional Office for Africa, RAF) and subregional level (Subregional Office for Southern Africa, SFS).

Technical Focus 

Respond to regional priorities in the context of the FAO Strategic Framework through the identification, planning, and implementation and monitoring of FAO’s priority activities to achieve results in the region.

Tasks and responsibilities

  • Advocate for support to FAO Mozambique interventions and identify resource and funding opportunities in the context of its Country Programming Framework (CPF), FAO Regional Initiatives and Priorities, and the FAO Strategic Framework.
  • Identify and maintain strategic partnership opportunities to strengthen FAO Mozambique programming such as the UN, Civil Society, Academia, and the Private sector.
  • Gather donor intelligence and develop strategic donor engagement plans, in collaboration with other FAOMZ Teams, and contribute to their implementation.
  • Review and update the FAO Mozambique – CPF Resource Mobilization Strategy (2022-2026).
  • Advise FAO Mozambique’s Technical team of key donor requirements for project formulation and implementation and provide donor-specific guidance throughout the entire project cycle, including on non-standard financial reporting where required.
  • Be knowledgeable of resource partners’ rules and regulations, strategic priorities, funding streams, visibility and reporting requirements and advise concerned staff.
  • Assist in maintaining a consistent working relationship between FAO Mozambique and resource partners.
  • Attend and promote donors’ meetings when related to resource mobilization, planning, and launching of new donors’ initiatives.
  • Support preparation of project’s/programmes proposals in coordination with the technical units in the representation, subregion and HQ.
  • Manage and coordinate Macro grant/multi-year submissions, and the finalization of contribution agreements.
  • Ensure timely submission of key resource mobilization documents in line with FAO standards and donor requirements.
  • Support collection and analysis of relevant programme/project data at the field level (with implementing partners (IPs) and FAO staff) to inform the resource mobilization and partnerships initiatives.
  • Contribute to progress, interim and final narrative reports for Trust Fund projects, in accordance with FAO reporting and editorial Guidelines.
  • Prepare briefing materials for specific stakeholders in a timely manner and liaise with resource partners and other relevant partners as necessary.
  • Coordinate with the FAO Mozambique teams, project and headquarters staff, and IPs as needed to finalize report contents.
  • Perform other related duties as required.
  • Prepare a communication plan for the project. The communication plan must have the project visual identity components (donors and partners’ logos, project title and name, specific design), message / package / targets / channels, innovation, visibility and communication materials production, procurement, and media plans schedule/timing.
  • In line with the Project technical activities, implement field missions plan with specific communication products and measurement indicators for communication activities, communication budget.
  • Ensure regular (at least monthly) a quality information (images and text) feeding for the implementation of the project on validated communication plan.
  • Produce at least one key communication product per month (video or podcast interview, article, or publication) about expertise and technical knowledge, areas of responsibility, and FAO project’s work and results, acknowledging donors and partners.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Business management, economics, project management, and other related fields
  • 5 years of relevant experience in Project management, resource mobilization, business and strategic planning and other related fields
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.
