The program is the largest transit infrastructure program in canadian history. The program will transform rail services in the Greater Toronto and Hamilton Area (GTHA), providing two-way all-day GO train service and improved passenger experience with quieter and faster electric locomotives. It includes early works, off-corridor station and infrastructure upgrades, as well as an on-corridor program to deliver new tracks, platforms, facilities, grade separations and electrification. The MCS team is partnering with partnering with Metrolinx to deliver the project. MCS’ mission is to transform Ontario’s GO Rail Network into a rapid rail system through the delivery of the program and to provide exemplary support to Metrolinx. The MCS program delivery partner (delivery partner) team will achieve this by facilitating Metrolinx’s creation of an outstanding organizational capability for program management and, simultaneously bring our global and local expertise to the direction and successful delivery of the program.Our values shape the way we consult and define the people we want to join us on our journey, they are:Safety first – Going home safe and wellClient focus – Deliver on our promiseIntegrity – Always do the right thingCreate opportunity – For our people to excelThe Role of the Strategic Access Planner is to work within Capital Projects Group’s (CPG) Project Delivery Teams (PDT) and liaise with the PDT’s associated Project’s Principal Contractors and Supply Chain/Third Parties to identify and understand and plan the project’s respective access needs as defined by the project’s Rail Corridor Access Plan (RCAP). Including geographical footprint and delineation, operational effects outside of geographical footprint, Temporary Slow Orders, Key Resource Requirements.You’ll be responsible for:Liaise with the CPG Rail Access Planning Team (RAPT) to align the yearly EAS to project RCAP’s at a local corridor level prior to further deconfliction by RAPT across the GO Rail Network.Book the access requests through the CPG Access Booking Systems and monitor the rail network corridor access availability and opportunities over the long and short-term periods as defined by the Network Access Planning Standard (NAPS).Work with RAPT identify any access conflicts and shared access coordination challenges in instances of schedule changes to the PDT respective projects.Review all planned work and deliverables content with the project delivery team, client and third parties to ensure the access plan is fully understood and suitable for purpose.Support the monitoring, recording and justifications relating to any access planning changes following and complying with current CPG Change Process.Ensure that all access requirements are planned and delivered in accordance with Canadian Rail Operating Rules, Metrolinx Standards and CPG Guidance Documentation.Act as a representative for the PDT at all internal Metrolinx T- access reviews.Act as a representative for the PDT at RAPT Access Meeting Pulse (AMP).Act as a representative for the PDT Principal contractor / supply chain briefs, whiteboard delivery and production delivery meetings as required.Support the creation and compilation of WPPs (Work Package Plan) packages in line with the specific work required and the maintaining of WPP documentation.Support the creation and compilation of Work Plans in line with the specific work required and the maintaining of Work Plan documentation.Rail corridor access, possession, interface and deconfliction management. –Supporting the ‘OnCorr’ preferred bidder management process. Establishing the key strategy ‘scope elements and resourcing requirements’ – aligned to integrating and supporting the Metrolinx team.Development of the PT Delivery Strategy – which links directly to the established Metrolinx purpose, vision and goals.Create a collaborative working culture between capital works and operations teams, driving continuous improvement.Seek improvements to the existing governance structure to support better decision making and change management.Support in the embedding of CPG Rail Access process, procedures and systems within the CPG led teams, in line with PT Annual Work Plans.Manage, coach and develop elements of the CPG Rail Access Team.Work to align the Project’s proposed, interim and contractually baselined RCAP’s with the EAS for each respective year over the life of the project’s delivery and construction phases.Following RCAP production, continue to support and develop Project’s Annual Access Requirement Plan.Ensure that all aspects of safety are taken into consideration when planning a project.Participate in the planning of Road/Rail Interface requests and any other 3rd party requirements.Attend Access Meeting Pulse (AMP) – Held every 4 weeks in cycle with ONCorr and Corridor PDTs to facilitate deconfliction as early as possible.Provide supporting information for 4 weekly meetings to be set up with Rail Access Planning Team (RAPT) and Service Design to facilitate regular 2-way discussion in regard to ONCorr/PDT Access needs during EAS development periods.Support in DWW Delivery.Initial Strategic Corridor Access Inputs & Plans Confirmed for all Major/Minor Work blocks framework.Support identification and booking of required Key Resources, engineering trains, Rolling Stock and Specialist Equipment.Confirm all bookings for in place for advance TSO’s, 842s or similar MX prescribed access types for Surveys/Trial Holes, Preparation Works, Materials Delivery and Follow Up works.Ensure booking deadlines are met for Key Resources Engineering trains, Rolling Stock and Specialist Equipment.Support preparation of WP/WPP Documentation for Site Walkouts to determine Site Limits & Lineside equipment identification for protection.Ensure compliance to Deadline for Disruptive Access submission requests (Major and Minor Track Closures) to be entered into the Network Access Planning Tool (NAPT)Support Preparation of WP/WPP Documentation for Surveys (Condition/Track alignment surveys, gauging and clearances) and Trial Holes.Support Preparation WP/WPP Documentation for Site Walks with Maintainer / Engineering Representative to confirm and agree sign off for condition of existing assets.Attend Corridor Interface meetings with client and 3rd party projects for access co-ordination agreement and confirmation of plant & engineering train strategies.Provide PDT support and Participate in Disruptive Access Readiness meeting Access and Risk Readiness Reviews as required.Provide PDT support to comply with deadlines non disruptive access requests into NAPT.Provide PDT support and participate in Flagging Coordination meetings.Provide PDT support and participate Penultimate & Final GO/No Go & Whiteboard briefings with Rail Corridor Access Control (RCAC), subs, trades, suppliers & safety supervision representatives.Provide support for the collation of access utilization information to RAPT.You’ll need to have:Have experience of strategically planning large-scale rail upgrade works using long-term blockades and shorter access windows.Be a professional rail planner with at least 10 years European experience or 5 years Canadian experience within the Rail industry.Have experience of dealing with rail operators and operations staff.Have experience of various rail access booking systems.Appreciate the health and safety implications when planning works.Be able to understand various rules and regulations that dictate strategic access.Have experience of planning complex, multidisciplinary construction works within operational corridors.Have experience of dealing with rail access staff.Mace is an inclusive employer and welcomes interest from a diverse range of candidates.
