Strategic Waste Officer

Role Purpose

Bournemouth, Christchurch and Poole (BCP) Council is looking for a dynamic and motivated person who
wants to make a difference to the environment and our carbon reduction ambitions.

We have an opportunity to join our small and friendly Strategic Waste team within the
Environment Directorate.

You will take a direct role in ensuring our residents and local businesses manage their waste
effectively and sustainably.

Main Responsibilities

You will require flexibility, leadership, innovation and expertise in environmental issues and
strategic waste.

Working with senior officers you will take responsibility for the delivery of BCP Council’s
waste strategy and policy development, whilst supporting service changes from conception to
completion.

You will have a key role in managing waste disposal contracts, performance data and waste
infrastructure.

You will have a strong understanding and interest in the evolving national environment and
waste policy and the consequences for the future of managing waste disposal, recycling and
carbon reduction.

You will provide expertise to senior officers and elected members, whilst upskilling and
mentoring other team members.

The Ideal Candidate

• You will have a degree or equivalent in Environmental Science, Sustainability, Waste Management
  or relevant experience.
• An essential part of your job will be to build strong relationships with external partners and
  internal colleagues. The role involves being able to lead meetings at a senior level. You must
  be an excellent and confident communicator that ensures others will trust your professional
  judgement and advice.
• You will play an active role in a multi-skilled and motivated team. There will be plenty of
  opportunities to develop your skills, progress your career and contribute to the direction of
  the service as a whole.
• This role offers a mixture of homeworking and utilising offices at our waste sites or Council
  buildings.

As a result of the creation of BCP Council in 2019, we are working on simplifying our terms and
conditions of service and will be creating a single pay structure which is to be applicable for
all employees. It is important to us that we offer benefits that our colleagues value as part
of their total employment package and we are reviewing these to make sure we have it right. We
have been in a process of collective bargaining since 2019 and have positively worked forward
to reach an agreed position with the unions for the new contractual offer. This has taken
longer than we hoped and therefore we are having to consider all alternative avenues available
to enable us to remove inequality in the organisation as a result of bringing together 3
councils. 

We are in the process of establishing a timescale for implementation, and all colleagues
joining us will be included in these changes. We want to reassure everyone that whichever route
is taken to reach the new terms and conditions, we can honour continuous service and there will
not be any job reduction as a result of the implementation of Pay and Reward.
