About Strømme Foundation
Strømme Foundation (SF) is a rights-based international development organization dedicated to creating a safe and protective environment for vulnerable individuals. We are committed to upholding and strengthening our Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH) policy, ensuring safeguarding measures for all who interact with our programs. SF operates in nine countries: Burkina Faso, Bangladesh, Niger, Mali, Nepal, Myanmar, Uganda, Tanzania, and South Sudan, partnering with local organizations to promote dignity and rights.
Purpose of the Consultancy
SF seeks a qualified consultant to review and strengthen its PSEAH and safeguarding policies, guidelines, and training program. The consultant will ensure these documents align with international best practices, address the specific needs and contexts of SF’s operational countries, and foster an inclusive and child-friendly reporting and whistleblowing system. Additionally, the consultant will design training plans and materials to build the capacity of SF and partners’ staff to uphold safeguarding principles and guidelines effectively.
Scope of Work
1. Policy and Guidelines Review
- Conduct a comprehensive review of SF’s PSEAH and safeguarding policies and related documents, including the Code of Conduct, Ethical Standards and Guidelines, Gender Equality Policy, and Global HR Policy.
- Identify gaps and recommend updates to ensure inclusivity and adherence to international standards.
2. Strengthening Whistleblowing Channels
- Review and improve SF’s whistleblowing mechanisms in collaboration with HR, Finance, and relevant teams to ensure inclusivity, child-friendliness, and accessibility for all staff, partners, and stakeholders.
3. Stakeholder Engagement
- Consult with SF’s PSEAH focal points, staff, implementing partners, and community representatives to:
- Assess existing PSEAH capacity and identify gaps.
- Understand challenges in promoting PSEAH across diverse demographic groups.
- Gather input from vulnerable groups, including women, children, and persons with disabilities, to inform guideline development.
4. Training and Capacity Building
- Develop and deliver comprehensive training materials and sessions for SF staff and partners on the PSEAH guidelines, whistleblowing channels, and survivor-centered approaches.
- Support the contextualization of PSEAH guidelines for country and partner offices.
- Establish a training package for onboarding staff and field personnel, enabling PSEAH focal points to cascade training to their teams.
Key Deliverables
- A detailed review report of SF’s current PSEAH and safeguarding policies, including identified gaps and recommendations.
- Revised and globally applicable PSEAH guidelines that align with international best practices.
- Context-specific PSEAH guidelines tailored for SF’s nine country offices.
- Training materials and session plans for PSEAH implementation, including onboarding packages.
- A final consultancy report summarizing the process, findings, and recommendations.
Timeline
All deliverables are to be completed by June 30, 2025.
