The International Labor Organization (ILO), United Nations Development Programme (UNDP), and United Nations Children’s Fund (UNICEF) in the Philippines are collaborating to implement a UN Joint Programme (JP) on “Supporting the Acceleration of Decent Job Creation and Enhancing Social Protection for Just Transition in the Philippines” or the Global Accelerator (GA) for Jobs and Social Protection.
The JP aims to accelerate the implementation of the country’s national policy and programme frameworks through the development of innovative andresponsive strategies for decent jobs creation, accessible and integrated social protection, and just transition. Two major outcomes are envisioned for the Global Accelerator: (1) Adoption of a GA roadmap through national, sub-national, and sectoral dialogues and key consultations with stakeholders; and (2) Enhanced capacities of institutions and relevant stakeholders to fully implement the GA roadmap.
The UN Joint Programme is a collaboration with the Philippine government and the United Nations in the Philippines to support the long-term National Employment Master Plan, mandated by the Trabaho Para Sa Bayan (TPB) Act, and to enhance the capacities of multi-stakeholders to participate in the consultations on the GA roadmap formulation to be steered by the TPB Inter-Agency Committee. The JP will bring together the critical national and sectoral stakeholders, leveraging the resources of the UN strategically led by the ILO, UNDP, and UNICEF, as well as key government agencies particularly the Department of Labor and Employment (DOLE), National Economic and Development Authority (NEDA), Department of Trade and Industry (DTI), Department of Transportation (DOTr), and Department of Social Welfare and Development (DSWD).
The GA Roadmap that will be developed by the Joint Programme will focus on two sectors identified among key employment generators—construction and transportation sectors. Construction and transportation sectors are identified by the Philippine government as among the industry priority growth areas under the National Employment Plan for Economic Development and Jobs Creation. As part of the roadmap, a financing strategy that will support the implementation of the initiatives will be designed.
Integrated national financing frameworks (INFF) help countries finance their national sustainable development objectives and the Sustainable Development Goals (SDGs). Through INFFs, countries develop a strategy to mobilize and align financing with all dimensions of sustainability, broaden participation in the design, delivery and monitoring of financing polices, and manage risk. They are embedded within plans and financing structures, enabling gradual improvements and driving innovation in policies, tools, and instruments across domestic, international, public and private finance. INFF is envisioned to be used as an overarching framework in the development of the financing strategy for the GA Roadmap.
Scope of Work and Outputs:
The SDG Financing Expert shall support the development of a financing strategy for the GA Roadmap using the INFF approach through conducting a diagnostics on leveraging financing mechanism/s to mobilize resources for full implementation of the GA roadmap utilizing the Guidance for Mainstreaming Decent Work and Leaving No One Behind (LNOB) as a key reference.
Specifically, the SDG Financing Expert will perform the following activities:
Lead the development of the financing strategy for the GA Roadmap focusing on the two priority sectors, namely construction and transportation, using the INFF as an approach, guided by the principles of Leaving No One Behind.
- As part of the exercise, he/she shall lead and support related consultation dialogues with key stakeholders, such as but not limited to the GA Technical Working Group, as well as other partners relevant to the priority sectors.
- In the finalisation of the sfinalization Expert will also lead the presentation of the output to the Joint Programme partners, such as but not limited to the Project Steering Committee.
- Prepare a narrative report containing recommendations and policy advice, anchored on the lessons learned from the financing strategy development exercise, that shall support existing national and local policies, such as but not limited to the Philippine Development Plan, and other sectoral plans
- In the development of the report, the expert shall conduct research on emerging trends and instruments useful for Philippines SDG Financing, using the 2022 Development Finance Assessment as a base
- Conduct basic assessment of existing SDG Financing efforts of the country, as input to the SDG reporting mechanisms of the country, such as but not limited to the Voluntary National Report
Qualifications Education:
- Master’s degree or equivalent in social sciences, public policy, public administration, economics, business management, finance, sustainability, or a related field.
Experience:
- At least five (5) years of experience in providing consultancy/advice to UN / international development organizations, international financing institutions, national government agencies working on public policy reforms, social protection, decent work/ labor, human rights and business and industry development
- Other qualifications as evidenced by an application letter, CV, and list or portfolio of work individual works available through hyperlinks or upon request
- At least one (1) sample work /publication demonstrating professional professional knowledge and experience related to the Sustainable Development Goals, political economics, and Philippine economic transformation, and other related economic research.
