The European Union Delegation to Nepal (EUD) represents the European Union in Nepal and presents its positions and interests to the government of Nepal with the objective of consolidating EU-Nepal relations. It works as a bridge between the EU and Nepal and communicates on the policies and developments and in particular on the European integration process. The core of the European Union’s engagement is to position EU support along with the EU values, Nepal’s development objectives, and joint global commitments while offering cooperation instruments adequate for the different phases of the graduation from the least developed country process until 2030 and beyond. The primary focal areas of cooperation are inclusive green growth, human capital development, which includes inclusive access to quality education, and good governance. The EUD is the largest grant provider to the Nepal education Sector Wide Approach (SWAp) pooled Joint Financing Arrangement to implement Nepal’s School Education Sector Plan (SESP). In addition to this, the EUD and UNICEF have initiated a joint five-year program to strengthen institutional capacity at all levels of Government to implement the SESP. The EUD further supports the strengthening of the role of Civil Society Organization in the SWAp.
Within the delegated authority and under the supervision of EUD Education Focal Point or his/her designated mandated representative(s), the UNV will carry out the following responsibilities:
BIG Three Responsibilities:
1. Support EU/ UNICEF in policy dialogue in the SWAP
2. Support EU in is role of SWAP focal point from January 2025 onwards.
3. Support EU/ UNICEF in monitoring and evaluation of EU funded education projects.
Detailed Job Role
– Attend donor meetings, working groups and joint meetings with MoEST and report to EU/ UNICEF.
– Analyse and comment on guidelines and strategies.
– Prepare briefings/ analysis upon request for EU/ UNICEF.
– Monitoring of EU projects including field visits.
– Support EU/UNICEF in the coordination of provincial swaps in education.
• Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs:
Through the deployment of the UNV, UNICEF and the EU envision to:
• Extend the EUD’s capacity to engage in the technical working groups, joint sector reviews and field trips, along with other technical level engagement under the Nepal Education Sector Wide Approach (SWAp)
• EU’s priorities reflected in the SWAp-related coordination and communication, including on the adaptation of the SESP into local education sector plans and budgets, within the EU priority provinces.

• Understanding of operations relevant to the EUD; technical capabilities or knowledge relevant or transferrable to EUD procedures and rules is considered to be an asset.
• the national and/or international level in the field of education, or other relevant programmes; experience of working within the Nepal education SWAp is an asset, as is experience working in the UN or other international development organization
• Master’s degree in education/arts/Sociology/Development Studies/International Relations, or a related field
• Understanding of the federal structure and the Nepal education sector institutional setup is an asset.
• Experience in coordination with development partners and Government within the Nepal education sector.
• Excellent oral and written skills; excellent drafting, formulation, reporting skills.
• Accuracy and professionalism in document production and editing.
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
• Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.
• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
• Sound security awareness;
• Have affinity with or interest in education and system strengthening volunteerism as a mechanism for durable development, and the UN System.
The UNV will be based in Kathmandu. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly
