Systems Engineer (Identity and Directory Management)

OBJECTIVES OF THE PROGRAMME

The department of Information Management and Technology sits within the Business Operations (BOS) Division. The vision of Information Management and Technology (IMT) is to leverage technology to innovate, collaborate and transform WHO for a healthier world. Its mission is to connect and empower people, automate and optimize digital WHO to deliver its strategic goals. The department leads all WHO IT teams globally in ensuring IT modernization, cost efficiencies through savings, increased staff productivity, harmonization across the Organization whilst being supported by project management practices, performance monitoring and reporting processes. Services which are common to all WHO offices are standardized, operated, and supported from a central yet cost-effective location. The business model requires leadership, close collaboration and active engagement with key stakeholders both in Headquarters and in the regions. The Chief Technology Office sets the overall technology direction to deliver the Information Management and Technology strategy and meet the needs of the Organization. It provides services and underlying technology platforms for digital workplace and enterprise information systems. The office comprises the following teams: i) Architecture and Infrastructure Services; ii) Workplace and Collaboration Services; iii) Applications and Information Management; and iv) Operations and User Support.

DESCRIPTION OF DUTIES

  • Design, implement, maintain, and ensure proper architecture, functioning and development of directories and identity management systems and maintain their roadmap.
  • Develop, maintain, and enforce directory structure, security, policies, and naming standards.
  • Design and deploy identity services for Microsoft Entra ID and 365; deploy modern methods for authentication and secure access.
  • Develop and maintain scripts to automate systems deployment, operations, and management.
  • Define and maintain directory synchronization, and provisioning of services and access control roles; develop and maintain processes and systems to automate workflows for the provisioning, management and de-provisioning of directory objects and services.
  • Provide support for the management of Microsoft 365 tenant and services.
  • Define and oversee the delivery of monitoring and management of directory and identity management systems and processes to ensure system availability, security, and integrity; contribute to development and reporting of key performance indicators.
  • Stay current on latest technologies, particularly as they relate to development and enhancement of WHO information and communications technology infrastructure and end-user environment; and recommend and implement enhancements and extensions.
  • Provide third-level support for user requests, incident, and problem management.
  • Provide expert technical advice to HQ business units and WHO’s Regional and Field Offices on acquisition, implementation, and optimal operation of related ICT systems.
  • Carryout other duties and responsibilities as assigned by supervisor.

REQUIRED QUALIFICATIONS

Education

Essential:

  • University degree in computer science, engineering, information management or related discipline.

Desirable:

  • Relevant professional training and/or certification related to Microsoft Entra Identity Services, Security, and Microsoft 365.
  • Training in IT service and project management would be an advantage.

Experience

Essential:

  • At least 5 years of relevant professional experience in the information and communications field, of at least 2 years of recent experience at the international level managing a large-scale cloud-based identity management and directory services.
  • Experience with Microsoft Entra ID and Microsoft 365.

Desirable:

  • Recent working experience with large-scale migration/upgrade projects and integration of directory and identity services.
  • Experience with Saviynt identity management system.
  • Experience working in a large national, multi-national or international organization and familiarity with the UN system would be an asset.
  • Experience in working with clients on projects to migrate and integrate identities, synchronize directories, and implement provisioning processes.

Skills

  • Thorough and in-depth knowledge of Microsoft Entra Identity Services, Active Directory, Compliance and Azure Security.
  • Excellent knowledge of directory synchronization, identity life cycle management and service provisioning/deprovisioning processes.
  • Excellent knowledge of Microsoft 365.
  • Very good understanding of application authentication, authorization, and integration with cloud services and end-user services.
  • Very good understanding of project and service management methodologies.
  • Able to work with geographically dispersed team to effectively support many systems and users.
  • Adaptability and flexibility for working in complex and changing environment and under pressure.
  • Creativity in approach to new challenges, both technological and organizational.
  • Excellent communication, problem solving and analytical skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4793 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
