Context:The role is responsible for an assigned area of asset class responsibility and provides technical support to the Rapid Transit Engineering & Asset Management (EAM) asset class discipline engineering lead for a particular transit system (E.g. GO, LRT or Subways).The role is responsible to verify compliance with requisite engineering and other technical requirements, provides oversight of technical work performed under various contract arrangements and undertakes field inspections, condition assessments including the development of strategies for preventative and/or remediation work necessary to correct asset defects.The role coordinates, oversees and implements risk-based assurance and audit programs for the assigned asset class discipline asset base and is responsible for the development of, and compliance with, technical and standards, specifications and other requirements for the asset class discipline within the assigned area of responsibility. Missions/Main Duties:Key ResponsibilitiesFunctional/Technical

  • Provides technical expertise using engineering principles and practices to assess and verify compliance with technical requirements and standards and/or define necessary remediation work within the assigned area of asset class responsibility including undertaking field inspections, condition assessments and the development of strategies for preventative and/or remediation work necessary to correct asset defects.
  • Supports the representation of the asset class engineering discipline for the delivery of technical work by agency retained and outsourced contracts
  • Supports the review and acceptance of asset class safety cases for agency retained assets and review of outsourced contract safety case submittals for compliance with technical requirements.
  • Coordinates, oversees, and controls the development of technical standards, Reliability Availability Maintainability and Safety (RAMS) requirements, and acceptance criteria for the asset class within the area of assigned asset class responsibility.
  • Coordinates and controls technical requirement compliance assurance and undertakes risk-based assurance and auditing initiatives, of agency performed and outsourced contracts throughout the asset lifecycle and under various contractual arrangements.
  • Supports the review of deviations to standards and technical requirements and compliance verification with agency processes for deviations to the requisite standards, safety case development and risk management controls.
  • Oversees and controls technical reviews of design submittals, including for outsourced contracts, for compliance with standards, technical requirements, and codes, utilizing Safety in Design (SiD), Interdisciplinary Design Review (IDR) and System Engineering (SE) processes and principles.
  • Supports and assists in processes to identify and rectify points of failure and improvement initiatives necessary to enhance safety, reliability and operability of the asset base and systems improvements, utilizing analysis and outputs from Failure Mode Effects and Criticality Analysis (FMECA) and Root Cause Failure Analysis (RCFA) processes and support the development of recommendations for corrective actions.
  • Coordinates and manages reviews and reporting on testing and commissioning plans, submittals, and activities for compliance with technical requirements, standards, and regulatory requirements, including for outsourced contracts.
  • Coordinates and oversees contracts and contract variations for professional services, physical work, and maintenance contracts and suppliers for agency retained assets to ensure contract performance to requirements and within approved budgets and schedule constraints.
  • Supports, the development of scope, procurement of professional services, physical works, and maintenance contracts, including supporting in market activities and responses to RFI’s and contract submittal review.
  • Supports the review and definition of recommendations for improvements in internal practices and processes and those of relevant delivery teams, contractors, and consultants and, as directed, leads improvement actions within the area of assigned accountability and engineering discipline.

Profile/Skills:Education: Completion of a University Degree in Engineering and rail sector or related industry experience, or a combination of education, training and experience deemed equivalent.Experience: Minimum five (5) years’ experience in the asset class, or related engineering disciplines or a combination of design, delivery, testing and commissioning, operations, and maintenance of railway systems in a comparable role.Certifications or Designations: P.Eng, designation or C.E.T. certification will be an asset.Engineering

  • Proficient in asset class engineering knowledge and functional duties to be able to support the representation of the discipline.
  • Proficient in the aspects of the engineering discipline for engineering, design, planning, validation, transition to operations and hand back of asset class infrastructure.
  • Supports the progressive validation and compliance assurance for CAPEX and OPEX budget development and business process authorizations (Project Gateways)
  • Proficient in standards development, management, and control.
  • Knowledgeable in applicable industry, legal and regulatory standards, and requirements respective to the asset class (e.g. Transport Canada (TC), Federal Railroad Administration (FRA), Association of American Railroads (AAR), American Public Transportation Association (APTA), Passenger Rail Equipment Safety Standards (PRESS), Railway Association of Canada (RAC), Canadian Rail Operating Rules (CROR), Ontario provincial and municipal standards and best practices, building codes, contracts, and environmental legislation)
  • Knowledgeable in technical scope change management processes.
  • Knowledgeable in the identification, and development of mitigation strategies for unplanned asset class operational disruptions.
  • Proficient in the use of specialized software platforms required for the function.

Systems Engineering

  • Knowledgeable in the implementation of processes for the analysis and interpretation of operating and maintenance-based data including FRACAS, FMECA, and RAM Analysis used to monitor the status of asset class and support the development of RAMS requirements and leading indicators.
  • Knowledgeable in the oversight, evaluation, and assurance of system integration processes and principles to achieve performance metrics, develop and realize KPI’s for the asset class or systemwide function for reliability, availability and performance requirements consistent with the organizational strategic plan, customer level of service and business objectives
  • Knowledgeable and able to deploy the systems engineering process for the asset class or systemwide function engineering discipline including for system integration, requirements management, configuration management, integrated design, logistics management and interface management
  • Knowledgeable in the planning and development of asset maintenance and condition monitoring programs and the oversight and evaluation of these programs for external contracted parties where Metrolinx has outsourced asset management responsibilities to derive Reliability Centered (RCM) and Risk based (RBM) maintenance programs for Metrolinx assets and contracted services.
  • Knowledgeable in and able to support the development of recommendations for and performance criteria that will be incorporated into third party service agreements and the use of analysis results to drive the development of RAMS requirements for asset classes at a system and sub-system level.
