Team Leader for multi-year resilience project in Ukraine

Introduction

The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. We have great experience on working together and strengthening other organisations, for example other civil protection agencies to prevent and prepare for crisis, conflicts or other disasters. MSB has actively supported Ukrainian and multilateral partners with expertise, capacity development and materials already before Russia’s full-scale invasion of the country. MSB is now planning for a multi-year capacity development partnership in line with Swedish priorities aiming to increase Ukraine’s resilience and capability to reduce and manage consequences of emergencies and war.

MSB is looking for a Team Leader for one of the project components focusing on developing a long- term partnership with the State Emergency Service of Ukraine (SESU), acting as the main civil protection agency in Ukraine. Initial identified areas for collaboration lie within support to development of the rescue service with a specific focus on CBRN capabilities and efforts to further align interoperability and capabilities with the EU Civil Protection Mechanism (UCPM) standards (Ukraine participating state since spring 2023).

The Team Leader plays a crucial role in the operational implementation of the project and is responsible for managing – and, coordinating the implementation of the project work in-country, close coordination and communication with the partner organisation, as well as leading the expert team towards expected sustainable results. The position is full-time and the duty station is Kyiv, Ukraine. Preliminary starting date is June 1st 2024.

MSB har aktivt stöttat ukrainska och andra parter med expertis, kapacitetsutveckling och material redan innan Rysslands fullskaliga invasion av landet. MSB planerar nu för ett flerårigt samarbete för kapacitetsutveckling i linje med svenska prioriteringar som syftar till att öka Ukrainas motståndskraft och förmåga att minska och hantera konsekvenserna av kriser och krig.

MSB söker nu en Team Leader till en del av projektet med fokus på att utveckla ett långsiktigt partnerskap med Ukrainas räddningstjänst (SESU), som hanterar merparten av räddningstjänsten i Ukraina. De samarbetsområden vi initialt identifierat gäller stöd till utveckling av räddningstjänst med särskilt fokus på CBRN-kapacitet, samt insatser för att ytterligare anpassa synergier och kapacitet till EU:s civilskyddsmekanism (Ukraina har deltagandestatus sedan våren 2023).

Teamledaren spelar en avgörande roll i det operativa utförandet av projektet, och ansvarar för att leda och samordna genomförandet av projektarbetet i landet i nära samarbete med partnerorganisationen, samt att leda teamet mot förväntade hållbara resultat. Tjänsten är på heltid och tjänstgöringsorten är Kiev, Ukraina. Preliminärt startdatum är 1 juni 2024.

Duties

Expected work assignments are:

• Overall operational responsibility for timely, sustainable and high-quality implementation of the Project, ensuring fulfilment of Project objectives.

• Establishing and maintaining good working relations with the partner organisation

• Lead, coordinate and support the teams of experts to ensure delivery according to Project plans, ensuring individual and collective performance

• According to the monitoring framework, continuously follow-up and report on the project’s implementation based on the identified goals and expected results

• Monitor and take mitigation actions related to risks for project timely and qualitative implementation

• Extensive collaboration with, and report to, MSB Project Management in Sweden

• Ensuring that cross-cutting perspectives such as gender equality, human rights, and environment are integrated into project planning and implementation

• Provide professional advice, strategic analysis and information on project needs & capabilities to the MSB headquarters

• Coordinate with national and international stakeholders to avoid duplications of work and to ensure that the project is aligned with other ongoing initiatives in the partner organisation

• Assist the MSB with other tasks necessary to ensure the project’s performance and implementation is successful

Qualifications

Experience
A successful candidate for this post is expected to possess:

• At least 5 years relevant professional experience, in the field of Disaster Risk Management and Crisis Response or similar fields, of which a minimum of 3 years are relevant operational experience at strategic level with responsibility of project implementation and results fulfilment, including planning and coordination

• Demonstrated experience of leading teams

• Experience of implementation/coordination of capacity development programmes or similar

• Good understanding of integrating of cross-cutting issues, such as gender equality, human rights and environmental perspectives into programme implementation

• Ability to work in a process-driven environment where flexibility and a solution-oriented approach is required

Merits:

• Knowledge of the institutional set-up and good practices in the field of disaster risk management/civil protection

• Understanding of European Union/Union Civil Protection Mechanism policies and international frameworks

• Good professional knowledge of public sector work, and work experience of partnership development and cooperation with different stakeholders, including public authorities and representative roles

• Working experience in Ukraine or the nearby region

• Knowledge of change management tools and experience from supporting change processes

Education
• Master’s degree preferably in the field of civil protection, disaster management or another relevant area.

A combination of other academic merits with at least 4 years of relevant professional experience could be seen as equivalent.

Languages
• Proficiency written and spoken English is a mandatory requirement.

• Ukrainian and/or Russian is desirable

Other requirements
We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.

Contractual conditions

Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations, ranging from free home leave travel to access to psychosocial support. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.

If selected for this position an evaluation will be done after the mission. The evaluation can result in an offer to be registered on the MSB roster. When you are registered on the MSB roster you can continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises.

A registration on MSB roster is valid for three years. After this period your registration will be evaluated and you may be offered an extended registration. After being registered on the roster you need to conduct the MSB induction training and any specialist training courses required.

You’ll be employed one year at a time and before an extension of your employment we will perform an evaluation between Project Management, HR and you.
