The Team Lead, Procurement and Contracting Services would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.Reporting to the Manager, Procurement Services and working in collaboration with peers and clients, the incumbent is responsible and accountable for delivering outputs for which one has responsibility within prescribed time, cost and quality standards for our Research Centers, Branches and/or for special projects.Within delegated authority, the Team Leader may be responsible for the following duties:

  • Serve as a senior procurement and contracting expert.
  • Supervise the development and preparation of highly complex contracts for procurement of non-routine and technologically advanced commodities or long-range services;
  • Monitor compliance with procurement processes and policies, support recommendations for finalization of purchases and award of contracts; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official.
  • Provide expert advice and direction in the procurement and contracting process to all levels of management.
  • Works in tandem with requisitioning entities for procurement planning, to develop effective procurement strategies and prioritizes/coordinates contending procurement projects.
  • Oversees adherence to contractual agreements, recommend amendments and extensions of contracts and advise concerned parties on contractual rights and obligations,
  • Develops new tactical approaches to contracts, as well as new methods for their application, based on market research.
  • Contributes to development of category management strategy for the NRC, institutional procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity, etc.
  • Evaluates the productive capacities and performance of the team and take corrective actions as needed.
  • Lead all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.
  • Prepares a variety of documents, contracts, communications, guidelines, instructions, etc. and ensures the monitoring and quality of their team’s documents
  • Provides guidance to staff and clients and manage priorities of their team
  • Supervises employees, prepares and conducts performance evaluations, prepares and implements performance plans when required

Screening CriteriaApplicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:EducationBachelor degree in Business administration, Logistics, Supply Chain and Operations,Or EquivalencyUniversity degree or College diploma in business administration or in a related field. An equivalent combination of education and experience may also be considered.A Supply Chain Management Professional designation with the Supply Chain Management Association of Canada (SCMA) would be considered an asset.A certificate from a recognized supply chain organization would also be considered an asset.For information on certificates and diplomas issued abroad, please seeExperienceA minimum of six years of experience in procurement of complex goods, services including construction services, contract management, contract administrationA minimum of three years of managerial experience in supervising procurement and contracting processes, logistics and supply chain management or related area, providing expert advice and direction to a workforce engaged in complex, high risk, high dollar value projects.Significant* experience in interpreting and applying contracting legislation, regulations and policies.Experience in procurement process and procedures in support of research centers or federal organizations is an assetExperience in business intelligence systems and data analysis is an asset*Significant refers to at least 5 years of experience.Condition of EmploymentReliability StatusLanguage RequirementsPredominantly Bilingual Imperative BBB/BBB, some unilingual positions could become available.Assessment CriteriaCandidates will be assessed on the basis of the following criteria:Technical Competencies

  • Excellent knowledge and ability to interpret and apply government contracting and procurement policies, regulations, Acts and legislation.

  • Ability to shape and influence agreements with requisitioning units and vendors.
  • Ability to apply technical expertise to resolve a range of issues/problems.
  • Ability to design and deliver presentations with good business writing skills.
  • Ability to respond to inquiries from employees, superiors and clients, to enforce compliance with the provisions of the various instruments, to write NRC procurement recommendations and to make or guide contracting and procurement decisions that balance client needs with compliance requirements
