UNICEF is committed to supporting the government in advancing sustainable development initiatives focusing on protecting the children through climate smart social services, particularly in the context of climate change. As part of its ongoing efforts to contribute to the achievement of Cambodia’s national climate commitments, UNICEF is providing technical and coordination support to line ministries working on social services including health and nutrition, education, water, sanitation and hygiene, social and child protection, for the development of the Nationally Determined Contributions (NDC) 3.0.
To ensure that these sectors are adequately represented and aligned with the NDC 3.0 objectives, UNICEF Cambodia seeks to recruit an International Consultant to provide expert technical assistance, coordination, and support to ensure the effective integration of social sector (health and nutrition, education, water, sanitation and hygiene, social and child protection) considerations into the NDC 3.0 development process. The consultant will work closely with UNICEF Cambodia, line ministries working on social services and Ministry of Environment who is the lead coordinating ministry for the development of the NDC 3.0.

Minimum Qualifications required:
- At least a master’s degree in a relevant field, such as Climate Change, Environmental Policy, Environmental economics, Environmental technology, or any related qualification
- At least 7 years of experience in climate change-related work with knowledge and experience in working on social services is a plus.
Experience:
- Proven experience in facilitating participatory planning processes, including a formulation of policies, strategies and action plans, involving government and a wide range of stakeholders; ideally in the context of Cambodia.
- Proven experience in support for development of climate related strategies, NDCs, Long term strategy etc.
- Experience in working policy alignment, a good understanding of a wide range of issues relevant for the NDC/LTS implementation.
Skills:
- Ability to provide timely, high-quality research and analytical products, tailored to the stakeholder landscape and audiences.
- Strong coordination and communication skills
- Good analytical and report writing skills
- Fluent in English, both writing and speaking
