Chemonics seeks a Technical Director for an upcoming five-year USAID-funded Resilient Health Systems Activity in Madagascar.

The Technical Director will support the Chief of Party in providing strategic vision, leadership, and management in the design and implementation of all technical interventions for the project and will serve as the primary liaison with USAID on Activity implementation and managerial matters. The scope of work of the anticipated program will be refined upon the release of the solicitation from USAID. The Technical Director will also provide technical expertise in supply chain management to ensure the effective and efficient distribution of health commodities. The Technical Director will be based in Antananarivo, Madagascar. This position is contingent upon Chemonics receiving the award and funding. Key Responsibilities:

  • Support technical leadership, administrative oversight, and overall coordination of the Activity, including developing the technical vision for the program and guiding and managing all technical work to ensure the Activity meets its stated goals.
  • With the Chief of Party, manage key project staff, including any technical advisors and office staff, to ensure the Activity meets stated goals and reporting requirements.
  • Ensure quality, timeliness, and efficiency of all products and activities generated under the Activity.
  • Provide technical leadership and expertise in health systems strengthening to ensure effective and efficient distribution of health services in Madagascar, in line with Activity objectives.
  • Ensure that cross-cutting issues such as gender, equity, social inclusion, resilience, and corruption mitigation are effectively integrated into the Activity.
  • Ensure alignment and integration of technical implementation across all objective areas, ensuring interventions are technically sound and contextually appropriate.
  • Leverage and align the program’s resources, ensuring they serve as cross-functional tools to advance program objectives.
  • Use and drive evidence-based decision-making based on program learnings and MEL data to track progress, inform decision-making, communicate and share learnings, and adapt program strategy and direction.

Qualifications:

  • A Master’s degree in public health, international development, or a related field.
  • Minimum six years’ progressively responsible experience in improving health systems in sub-Saharan Africa or other resource-limited settings, ideally Madagascar.
  • Proven experience in senior leadership roles on projects of similar size, scope, and complexity.
  • Experience with USAID or equivalent donor (bi or multilateral) programs of similar size and scale in Africa.
  • Expertise in health systems strengthening and improving health outcomes in mixed health systems.
  • Experience managing large cross-functional teams, including remote management.
  • Strong interpersonal and leadership skills, including the ability to manage high-level relationships and to manage and mentor those not in direct reporting relationships.
  • Demonstrated leadership versatility.
  • Fluency in English (written and verbal) required. Malagasy and French language skills are a plus.
