The Palestine mission is part of the MASHRIQ regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. HI in 2023 has been implementing a mix of humanitarian and development projects in the Gaza Strip and the West Bank, including a long-term rehabilitation project in Gaza. HI is also the coordinator of the Rehabilitation Platforms in Gaza and in the West Bank (two coordination bodies among all rehabilitation actors in each area).

The new conflict between Hamas and Israel in October 2023 has created a major humanitarian crisis in the Gaza Strip. Around 70,000 Palestinians have been injured and several thousand among them have suffered from amputations or permanent impairments. HI is managing a complex humanitarian operation in the Gaza Strip, with extreme challenges in terms of access and security. In addition, HI is also implementing a mix of emergency response and preparedness activities in the West Bank, with several access and security challenges.

In February and March HI has sent between 2 and 4 expats into Gaza during most weeks. In April and May, with the expectation of an increase in security and access, HI might be able to send up to 10/12 expats into Gaza, with frequent rotations. The organization of these visits requires a very strict and complex process with several HR, logistics, security and access, and coordination tasks.

HI current response spans these sectors: physical rehabilitation, humanitarian mine action, humanitarian logistics, education in emergencies, emergency preparedness, disability mainstreaming/inclusion in humanitarian action, advocacy and distribution of health, hygiene, and NFI kits.

Main challenges: severe lack of security and humanitarian access in Gaza; security risks, access constraints, and potential further escalation in West Bank and East Jerusalem.

JOB CONTEXT:
Complex situations require comprehensive approaches. HI implements a so-called Comprehensive Models to Mine Action (CAMA) and to Armed Violence Reduction (AVR) to maximize the benefits of a given project to contribute to a world where people can lead safe and fulfilling lives in peaceful and inclusive communities. HI AVR unit deals directly with the instruments of war, their impact and root causes by:

– THREAT ELIMINATION,
– CAPACITY BUILDING AND SUPPORT TO LOCAL AND STATE CAPACITIES,
– IMPROVED SAFETY,
– TECHNICAL SUPPORT,
– VICTIM ASSISTANCE,
– CONFLICT TRANSFORMATION,
– ADVOCACY.

A key component of this mandate is supporting Humanitarian Mine Action coordination.

Working with support from HQ Armed Violence Reduction (AVR) Land Release Specialists and general direction and line management from the Program Director, the Chief of Operations (CoO) leads the implementation of Humanity & Inclusion’s mine action operational strategy in the occupied Palestinian Territories (oPT). They draw on global and national best practices in all elements of Humanitarian Mine Action, training, external cooperation and beyond, to enhance and steer HI’s Mine Action efforts. While providing technical expertise to the program as well as the Mine Action projects, they ensure all programmatic, operational, and strategical elements comply with all the relevant international/national standards and internal SOPs.

YOUR MISSION:
The Technical Field Manager has the primary function of providing technical advice to all national staff assigned to him/her throughout all HMA activities. He/she will provide daily support and advice to Land Release teams which maybe conducting High Threat Search, Clearance, (EOD/BAC) and/or NTS. operating throughout a designated area of operations. HI is seeking a person that displays a positive approach to his/her work and is of a determined and dedicated character.

His/her secondary function is to develop the capacity and technical knowledge of all national HMA staff within HI, assigned to him/her. The TFM reports directly to the CoO with some indirect technical lines to other HI compartments.

Responsibility 1: Provide guidance and technical support to all national staff throughout HMA activities:

– Conduct clearance and survey operations, as required whilst mentoring clearance teams,
– Ensure all donor targets are achieved during the project cycle, whilst maintaining all quality and safety standards,
– Ensure all HMA teams are in full compliance of IMAS, NTSGs & HI SOPs.

Responsibility 2: Provide technical learning from projects:

– Ensure daily reporting of all HMA activities to the CoO,
– Develop and drive a culture of excellence, continuous improvement, and performance optimization across all mine action projects,
– Prepare all relevant reports and documentation in a timely manner, as directed, and in line with HI Project Quality Framework practices and tools and in conformity with donors’ requirement.

Responsibility 3: Contribute to the animation of your sector:

– Work closely and in coordination with other HI sectors and ensure sharing of information and data,
– Participate to base and project coordination mechanisms in a collaborative spirit with other project teams and mission departments (MEAL,etc.).

Responsibility 4: Contribute to ensuring HI’s technical influence within your perimeter:

– Represent HI in relevant opportunities, including sector coordination and technical working groups if required,
– Develop and maintain strong and positive working relationship with all the relevant stakeholders

As the TFM, you will plan your activities closely with the CoO and will work very closely with other Technical Advisors, National Demining Supervisors and other demining team members.

Requirements

YOUR PROFILE:
– IMAS EOD 3 certification from an accredited training institution,
– Experience in management,
– More than 5 years working experience in the field of HMA,
– Master the implementation of the land release policy,
– Demonstrate ethical values and a constructively critical mindset.
