WHO Country Office Myanmar collaborates with the Government of the Republic of the Union of Myanmar and relevant stakeholders within the framework of the WHO Country Cooperative Strategy (CCS) to actively support the Ministry of Health and Sports mainly for immunization services including health policies and planning for immunization services on new vaccine introduction, Vaccine Preventable Diseases surveillance and response, data management for immunization coverage and service delivery, enhance implementation research regarding immunization services and intensified financial sustainability for immunization services for traditional and newly introduced vaccines in country.

DESCRIPTION OF DUTIES

  • Under direct supervision of Medical Officer (EPI-Routine Immunization) and in close collaboration with Administrative Officer and general guidance of WHO Representative to Myanmar, the incumbent performs the following duties:

Administration

  • Oversee management of fixed assets in EPI field offices and local inventory by ensuring timely action on inclusion of write-offs of items and accuracy of reports.
  • Oversee the travel arrangements of EPI field personnel.
  • Assist in fleet management and security compliance of EPI field operations.

Budget and Finance

  • Initiate development/strengthening of financial standard operation procedure (SOPs) enabling effective management and functioning of field offices centrally.
  • Prepare budget for work plans, including detailed budget breakdown for activities during implementation.
  • Review and assist in the disbursement transactions as per the approved project work plan by conducting budget review and monitoring all claims/vouchers/transactions received to ensure compliance with the WHO rules and regulations.
  • Analyze and provide regular updates on the financial situation and variance analysis based on comparison of expenditures against budget planned in the work plans.
  • Ensure timely submission of financial reports and disbursement requests to fulfill the requirements of performance based funding; maintain the financial/account management system.
  • Perform accounting and financial analysis and forecast funding for both staff salaries and activities.
  • Ensure liquidation of obligations by paying attention to encumbrances, DFC reporting, APWs, etc.
  • an end of assignment report (mandatory)
  • Perform any other tasks assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

  • Essential: University degree in Business or Public Administration or Commerce with specialization in Finance, Accounting or Financial Management
  • Desirable: Advanced degree in business management.

Experience

  • Essential: At least 2 years of experience, in administration, accounting and finance or other work related to the duties to be performed.
  • Desirable: -International working experience in developing countries -Experience of working with ERP systems-Experience of working in a programme environment

Skills

  • Ability to coordinate with partners/donors and technical and UN agencies, to analyse complex data, to prepare concise reports to management.

Use of Language Skills

  • Essential: Expert knowledge of English.
