Technical Officer (Hospital Services) with WHO

Context

Sudan Health Assistance and response in emergencies (SHARE) aims to restore basic health and nutrition services to Sudan. The project will be managed by the Programme Management Unit (PMU) in the World Health Organization (WHO). Initiation of project implementation has commenced Jan 2025. In addition to WHO, relevant stakeholders include the Ministry of Health, World Bank, UNICEF, and Implementing Partners (national and international NGOs), etc.

Task description

Reporting to and under the direct supervision of the SHARE Project Manager, under the overall guidance of the Head of the Office, WHO Country office, and working closely with Technical Officers of the country office, the incumbent will have front line responsibility for implementing the health services and basic package of health services and systems activities across the country. Closely working with PMU team members, the incumbent will interact with technical officers in WHO, WHO field officers/ offices, implementing partners, counterparts in Government, UN Agencies, UNICEF, the WB, IDA and other partners to support the efficient implementation of SHARE project and PMU supported activities. The UNV will: 1. Support the overall implementation of the activities of the SHARE project subcomponents and PMU supported projects. 2. Assist in developing and updating project implementation plans, budgets, and the subsequent implementation of project activities across the different subcomponents of the project, with an emphasis on hospital subcomponent and a basic package of health and nutrition services. 3. Act as focal point for implementation of the hospital subcomponent of the project (according to the basic health service package) and work to ensure support to the hospitals is provided in timely manner, such as basic supplies including fuel, oxygen, water, etc. 4. Provide technical support towards the integration of Basic Emergency Maternal Obstetric and Neonatal Child Health Services and nutrition services in hospitals which will ensure Improvement of health service delivery and quality. 5. Tracking implementation of the hospital component of project and expediting implementation of project activities to ensure deadlines are on track and gaps are addressed. 6. Contribute to the monitoring and evaluation of the project, results framework, following up on the indicators relevant to the hospital component of the project, baseline assessment tool, data collection tools and coordination with third party monitoring. 7. Provide technical expertise in the development and updating of the project budget and subsequent disbursement across the different subcomponents of the project. 8. Ensure timely reporting on the progress of the hospital component as per the reporting requirement of the project to ensure results and implementation. 9. Support implementation of health resilience activities supported by the PMU. 10. Work closely with the health services and knowledge management officer on the hospital component information management, extract data of HeRAMs to be used in analysing data on the beneficiaries from the project. 11. Tracking the distribution of imported or locally procured items till their delivery to the hospitals. 12. Conduct field visits to ensure that required inputs are provided to the hospitals.

Skills and experience

in public health, hospitals, health service delivery, health information management in emergency and developing countries. Relevant work experience in health management. – Experience working in the UN, and other international development organizations is desirable. – Related experience in development and implementation of strategies and action plans on supporting health sector. – Experience with design, implementation, monitoring and evaluation of projects. – Excellent oral and written skills; excellent drafting, formulation, and reporting skills. – Excellent presentation skills. – Excellent interpersonal skills; culturally and socially sensitive; Emotionally intelligent. – Ability to work in fast-paced environments. – Adapt professionally and effectively in challenging and stressful working environments. – Ability to work effectively in a multicultural team of international and national personnel. – Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint, SharePoint, teams etc.) and email/internet. – Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; – Have affinity with or interest in emergency management and humanitarian action as well as volunteerism as a mechanism for durable development, and the UN System.
