Tetra Tech International Development Europe is Tetra Tech’s European business unit focused on International Development. We are based in London with offices in Kenya, Nigeria, Poland, and the Netherlands. We deliver international development programmes focused on economic growth, governance and justice/security, and infrastructure, for clients such as the UK’s Foreign, Commonwealth and Development Office (FCDO) and Department for Business, Energy and Industrial Strategy (BEIS), the United Nations, the European Union, the European Investment Bank and other donors and funding agencies. We also have a strong in-house Monitoring, Evaluation, Research and Learning Practice consisting of 35 evaluators, statisticians, economists, social scientists, and research managers.

Job Overview:

The EU team was established in the late 1990s to meet the needs of clients in the EU institutions and other organisations operating at EU level. The team leads several European Commission Framework Contracts to provide evaluation and monitoring services across a wide range of policy fields, including communication, education and culture, employment, enterprise and industry, fisheries and maritime affairs, foreign policy, health, international development, justice and home affairs and transport.

We are looking to recruit a Senior Consultant with a strong interest in EU public policy and programmes and experience in the design and delivery of evaluation and monitoring assignments for the EU institutions. We are particularly interested in individuals with a track record of working on assignments for the following Euro-pean Commission DGs: COMM, CNECT, EAC, EMPL, INTPA, JUST, MARE, RTD and SANTE. Skills and experience of impact assessments, legal studies, cost-effectiveness and cost-benefit analysis are very welcome!

Main Duties:

The successful candidate will be expected to:

  • Take responsibility for the day-to-day management of evaluation, impact assessment, and other research assignments, mainly for the EU institutions, including:
    • Liaison with clients to understand their needs and requirements;
    • Providing conceptual leadership on specific assignments;
    • Leading and managing project teams and experts;
    • Ensure project teams deliver high-quality work and reports according to agreed plans and budgets.
  • Contribute to new business development, including by:
    • Developing tailored methodologies;
    • Leading and/or making a significant contribution to proposals;
    • Identifying and pursuing opportunities in new and existing markets.
  • Support the development of our team, for example, by:
    • Line-managing and mentoring junior staff (as required);
    • Proactively helping more junior staff to reach their potential;
    • Demonstrating a commitment to your own personal commitment.

Aptitude and skills:

The successful candidate will have a substantial proven track record of relevant professional experience in evaluation and monitoring and demonstrate the following skills, experience, and attributes:

  • Familiarity with the EU institutions and policy-making processes;
  • Leading large and complex evaluations and other research studies for the EU institutions;
  • Developing winning proposals, including budgets and timelines for evaluation and monitoring assignments;
  • Lead the development of solid relationships with internal and external stakeholders, suppliers, and consultants;
  • Work under pressure, both independently and as part of a team, and to meet tight deadlines;
  • Juggle several projects/assignments at the same time;
  • Excellent writing and analytical skills and a good understanding of different quantitative and qualitative social research techniques and methods;
  • Excellent command of the English language and at least one other EU language (at or near-native level);
  • Commercial acumen is required to develop competitive pricing and achievable budgets and work plans.

Qualifications:

A university degree (preferably a Masters’ degree).
