Third-Party Monitoring and Evaluation Project Manager (Preferably Syria) – مدير مشاريع مراقبة و تقييم (يفضل في سوريا)

Solutions CRM – SCRM is a distinguished Third-Party Monitoring (TPM) and evaluation company, known for delivering independent monitoring and evaluation services for humanitarian and development programs. We’re on the lookout for driven TPM and evaluation project(s) Manager. Preferably based in Syria.

Overview:

SCRM is seeking a qualified Third Party Monitoring (TPM) and Evaluation projects Manager. This is a full time remote based position, based worldwide (preferably Syria). The project manager will facilitate, manage and ensure the quality of third party monitoring and evaluation projects, covering middle-east, Africa and Europe regions. The manager will report to the Monitoring and Evaluation Practice lead.

Applicants must have strong Arabic and English speaking and writing skills.

Responsibilities:

• Directly responsible for the detailed planning of assigned project(s) monitoring, verification/validation and reporting work processes from proposal development, inception reports, tools, field work data collection, analysis and reporting
• Responsible for developing data collection tools and facilitating training (via the field coordinator), as needed, for data collection field researchers.
• Responsible for planning and oversight of a detailed, high volume work plan for TPM and evaluation activities, and ensuring that the staff and funds are coordinated effectively and efficiently in the delivery of high quality deliverables.
• Propose appropriate monitoring and evaluation policies and implementation strategy and update periodically in consultation with the M&E practice lead.
• Directly responsible for ensuring that monitoring and evaluation processes are executed in accordance with established protocols and guidelines including clients standards.
• Timely and substantive review and finalization of monitoring and evaluation deliverables and reports for submission to clients, ensuring that they meet the company and client’s quality standards.
• Presentation of monitoring and evaluation analysis and key findings to clients and relevant stakeholders ensuring that they are of the highest quality, involving the management and team.
• Approve all monitoring and evaluation project team deliverables prior to submission to the M&E practice lead for quality assurance.
• Develop the skills and capacities of the TPM and evaluation team members as per the developed plan and capacity building plan.
• Represent Solutions CRM to the client and, where possible, in conferences and workshops.
• Other duties/tasks as assigned.

Minimum Requirements:

• At least three years of experience in program management and contract compliance.
• Strong organizational skills, analytical capabilities, able to work in a fast-paced environment, demonstrated ability to handle multiple tasks.
• Excellent verbal and written communication skills in Arabic and English.
• Familiarity with standard/office IT applications including program management software.
• Demonstrated previous involvement in research or monitoring and evaluation projects.
• Demonstrated ability to produce and edit reports and technical documents.

Preferred Knowledge, Skills and Abilities:

• Bachelor or advanced degree
• Previous experience in implementing third party monitoring projects, M&E support projects, or evaluations.
• Previous experience in data analysis and report writing.
• Previous experience in managing staff.
• Excellent verbal and written communications skills in Arabic and English (additional languages preferred)
• Strong organizational skills, analytical capabilities, able to work in a fast-paced environment with demonstrated ability to handle multiple tasks.
• Demonstrated skills in working collaboratively with others to create and maintain a team environment and culture.

Working Modality: Work is typically performed online/remote.

Supervisory Responsibility: The project manager will be directly managing the TPM and evaluation projects field coordinator and other team members and staff who will be reporting to this position.
