The DE (Direction de l’Environnement) of the Ministry of Environment and Forestry Resources (MERF) of Togo, National Designated Authority (NDA), received a grant from the Green Climate Fund (GCF) to undertake a twenty-four-month Readiness Program started in 2024, in partnership with the Global Green Growth Institute (GGGI)as Delivery Partner (DP). The Readiness is a funding program to enhance country ownership and access to the GCF. In the context of Togo, the readiness project will enhance Togo’s access to the GCF by strengthening Togo’s institutional capacity for a low-carbon transport system. It will support Togo in addressing its key climate change needs by building the institutional capacity of the country to implement a Low-carbon Emission Transport System. Moreover, the project will establish a coordination mechanism allowing relevant stakeholders to develop a low-emission mobility program, develop a stakeholder engagement plan, support the Ministry of Public Health to implement a robust methodology to assess the impact of transport emissions on public, and develop and validate a financial strategy to support the implementation of the Green Mobility Program for Togo.

GGGI is supporting the Republic of Togo to embrace the Green Growth transition model (aligned with and beyond the scope of this GCF Readiness project), in supporting the management of implementation of Strategic projects and programs. For that purpose, GGGI is seeking to contract an individual national consultant with extensive track record in Low-carbon Emission Transport System as Finance Policy & GHG Specialist.  

 

OBJECTIVES / PURPOSE OF THE ASSIGNMENT

[A] POSITION SUMMARY

The Finance Policy & GHG Specialist is an individual national consultant who will be delivering on two specific outputs of the Readiness project, one (i) A financial strategy to support the implementation of the Green Mobility Programme is developed and validated. Two (ii) The Ministry of Environment and local governments have established a better mechanism for reporting the results of the transport sector emissions to the MRV system. The consultant will support a consulting firm and an international consultant their assignments. The consultant will work in close cooperation with the Project Manager, the NDA and GGGI team and relevant stakeholders such as the Ministry of Transport, Ministry of Public Health, and Ministry of Urbanism, etc. She/he will report directly to the Project Manager and will receive guidance/support from NDA, GGGI Country Lead, technical experts, including the GGGI e-mobility COP lead.  The Finance Policy & GHG Specialist will deliver in accordance with GGGI’s highest quality standards.

 

[B] PROJECT SUMMARY

The Finance Policy & GHG Specialist will support the Togo’s GCF Readiness project in addressing its key climate change needs by building the institutional capacity of the country to implement a Low-carbon Emission Transport System.

Deliverables:

  1. One assessment report on the National MRV system including a Capacity development plan.
  2. One Capacity-building workshop report along with the participants list
  3. One report of the guideline to improve statistics for the transport sector to facilitate the effective implementation of the Enhanced Transparency Framework under the Paris Agreement.
  4. One guideline validation workshop report, list of participants disaggregated by sex, and pre-and post-training survey results capturing participants’ feedback and lessons learned.
  5. Final version of the document integrating the validation workshop comments.
  6. One training workshop report for the Ministry of Transport staff and local government actors in implementing the guidelines developed with Participants’ list.
  7. One recommendations report on the financial strategy to support the implementation of the green mobility program.
  8. One validation workshop report on the financial strategy and list of participants disaggregated by sex.
  9. One training report, with list of participants disaggregated by sex.

 

Scope of Work:

Working with the NDA, GGGI and partners at all stages in the program development process by providing technical inputs on climate change adaptation or mitigation to bolster the quality of proposals and ensure alignment with both GCF and GGGI’s strategies and policies. Working closely with the Program’s Inter-ministerial Committee and GGGI to assure the overall direction and integrity of the project proposals, and Program.

 

Roles:  

  • Assess the current national MRV system for the transport sector in the National Communication reporting. This assessment should encompass data collection to GHG data management system for the transport sector.
  • Based on the assessment, build national capacity both at national level and local level to support a high quality GHG inventory report that will meet the reporting requirement under the UNFCCC and Paris Agreement. The capacity building will be based on providing training on the Sectoral Activity Data for GHG Emissions (SAGE).
  • Develop guidelines to improve statistics for the transport sector to facilitate the effective implementation of the Enhanced Transparency Framework under the Paris Agreement.
  • Provide training for the Ministry of Transport staff and local government actors in implementing on the guidelines developed, targeting 50% women participation.
  • Develop a sustainable financial strategy including green fiscal reform to support the implementation of the low emission mobility program using the results of the mapping done in the development of the strategy, stakeholders including key ministries (transport, energy, environment, finance, urban, public works/Infrastructure), development partners and private sector will be engaged and consulted to prioritize actions and facilitate collaborative effort. This strategy will identify existing sources, including private sources of funding, that can be mobilized and plan their raising to support the green mobility program.
  • Conduct a stakeholder consultation workshop to validate the strategy developed under the previous activity, targeting 50% women participation. This process will ensure that stakeholders understand the context and purpose of the strategy and their role.

QUALIFICATIONS / EXPERRTISE / EXPERIENCE

[A] QUALIFICATIONS

  • Master’s Degree or equivalent in in Economics, Chemistry, Atmospheric Sciences, Physics, climatology Management, Policy, and other related disciplines.
  • Preferably 8 years of relevant experience in Transport Policy, Institutional Arrangement, private sector engagement
  • Over 5 years of experience in developing financial strategy at national level,  
  • A proven record of national consultation in the transport sector (at least three consultancies for the country)
  • Over 5 years of experience in GHG inventories.
  • Ability to engage the private sector to become project partners, co-developers, investors, etc.
  • Good knowledge/Experience on the Green Climate Fund is desirable.
  • Experience superintending planning, green mobility and Institutional Arrangement is desirable.
  • Holds managerial responsibilities for program planning, budgeting, reporting and staff coordination.
  • Experience in stakeholder engagement and working on inter-institutional programs.
  • National experience working in Togo context, including knowledge on GGGI work is a plus.
  • Experience in providing executive/management support to high-level oversight committees.
  • Excellent written and verbal English and French communication skills is a must.
  • Ability to lead and work effectively with people from diverse cultural and professional backgrounds.

 

[B] FUNCTIONAL

  • Experience in green mobility, transport policy, policy formulation, capacity building and multi-stakeholder engagement.
  • A strong track record in undertaking research, analyzing country trends, and drawing lessons learned.
  • A solid understanding of sustainable mobility finance at the national level
  • Well-grounded in matters of public services delivery from a public and private sector perspective with an understanding of Government policy and strategy formulation/implementation mechanisms at national and sub-national levels within a multi-sectoral context.
  • Highly developed technical and strategic knowledge of planning, policy and strategy, infrastructure services, alternative financing, institutional reforms, and governance.
  • Excellent understanding and experience in institutional capacity support.
  • Demonstrated understanding of principles of green climate financing
  • Experience in participating in the development/preparation of pipeline projects.
  • Experience in undertaking/leading functional research (e.g. baseline, mid, end evaluations).
  • Excellent facilitation and capacity-building skills.
