ToR Facilitator – Review Nutrition Security policy

Terms of Reference for the Procurement of a Facilitator for the Policy Review:
Nutrition Security policy: A common multisectoral approach to address undernutrition

The objective of this contract is the recruitment of a facilitator to coordinate the revision of Action Against Hunger’s NUTRITION SECURITY POLICY: A COMMON MULTISECTORAL APPROACH TO ADDRESS UNDERNUTRITION. The review should consider an update of hunger drivers to the current context and a projection for the future. The final product should also propose a multi-sectoral model to instruct the Action Against Hunger Network as to what would be required for a new policy and a road map to achieve this. We anticipate that this should integrate a complex systems analysis approach.

Scope of work

The facilitator will be responsible for the following tasks:

  • Lead and coordinate the review process, in close collaboration with the TECHNICAL International Management Group (Tech IMG) which is the Action
    Against Hunger team responsible for the policy.
  • Facilitate the participation of the different technical sectors involved in the review by coordinating a pre-selected multi-sectoral steering group.
  • Include Operations and Advocacy IMGs via consultation.
  • Include some key external stakeholders such as donors, partners, local actors, think-tanks and academia via consultation.
  • Ensure that the review process is transparent and participatory.
  • Coordinate the workshop about the nutrition security policy review in the international meeting held in Malaga in June 2024: workshop with country directors, specific interviews and focus group with Tech IMG.
  • Deliver a final report which includes analysis of the review process and a clear road map of what would be required for the creation of a new multisector policy.

Facilitator requirements

The facilitator must meet the following requirements:

  • Experience in facilitating policy review processes.
  • Experience in working with multi-sectoral teams.
  • Knowledge of the multi-sectoral factors that need to be considered in the revision of the nutrition security policy of Action Against Hunger.
  • Ability to work independently, in a team, and internationally.
  • Knowledge of Action Against Hunger.

Term of the contract

The contract will have a duration of 40 working days over a period of 6 months, starting from the date of signature.

Expected to be between May – July and September – November 2024.

Deliverables

  • Monthly presentations at the monthly Tech IMG meeting to show the progress of the policy review.
  • International meeting workshop objectives and methodology 29th May in the TECH IMG meeting.
  • International meeting workshops participation: The week of 10th June
  • International meeting workshops insights and conclusions 26th June in the TECH IMG meeting: workshop with country directors, specific interviews, focus group with Tech IMG.
  • A first draft is due the week of 12th September and discussed 25th September in the TECH IMG meeting. This draft should contain a first draft of technical KPIs associated to this policy.
  • 14th October presentation of draft policy version 2 and discussed 30th October.
  • The week of 11th November presentation of the final document to the TECH IMG.

Remuneration
The facilitator should provide a budget based on the requirements for this project, based on objectives, deliverables and 40 days. This should include tax as well as per diem and travel expenses if necessary.

The budget should not include travel, accommodation and per diem for the international meeting in Malaga, which will be provided to the facilitator separately.

Selection procedure

The selection of the facilitator will be carried out in two phases:

  • Phase 1: Assessment of candidates through a review of their CVs, references of similar work, and submission of a proposal for the revision of the nutrition security policy
  • Phase 2: Interview with the shortlisted candidates.

  • Working proposal for the revision of the nutrition security policy.
  • Budget.

Deadline for applications

The deadline for applications is 19th April 2024. We anticipate shortlisting week commencing 22nd April with a possible round of presentations from selected facilitators in late April.

Specific additions to the policy review NUTRITION SECURITY POLICY: COMMON MULTISECTORAL APPROACH TO ADDRESS UNDERNUTRITION

The facilitator:

  • Should have a thorough understanding of Action Against Hunger’s current nutrition security policy and the challenges facing nutrition, food and water security in the current context.
  • Must be able to work independently and in a team.
  • Have effective communication and collaboration skills.
  • Must be able to work under pressure and meet tight deadlines.

In particular, the facilitator should be able to:

  • Analyse current policy and challenges facing hunger in the current context.
  • Identify the factors and principles to be taken into account in the review of the policy.
  • Design a review process that is transparent and participatory.
  • Facilitate the participation of the different sectors involved in the review.
  • Submit the deliverables on specified time.

The final review report should include the following elements:

  • An overview of current policy and the challenges facing nutrition security in the current context with a projection for the next 10 years.

  • An analysis of the factors and principles to be considered in the review of the policy.

  • A review about the terminology and concepts related to fight hunger to align the internal understanding of the concepts with the external understanding by ours.

  • Outcome = report, analysis of what needs to be done.

  • A reviewed multisectoral framework updated, including objectives, strategies and specific actions and the list of KPI associated to this policy that allows us to monitor the results of our operations on fighting hunger.

    The final review report should be submitted to the Action Against Hunger Tech IMG, who are responsible for the policy review.
