UN Consultancy: HIV Communications Assistant – Manila

UNHCR - United Nations High Commissioner for Refugees

JOB DESCRIPTION

Background
Diversity, Equity and Inclusion are core principles at UNDP:  we value diversity as an expression of the multiplicity of nations and cultures where we operate, we foster inclusion as a way of ensuring all personnel are empowered to contribute to our mission, and we ensure equity and fairness in all our actions. Taking a ‘leave no one behind’ approach to our diversity efforts means increasing representation of underserved populations. People who identify as belonging to marginalized or excluded populations are strongly encouraged to apply. Learn more about working at UNDP including our values and inspiring stories.
UNDP does not tolerate sexual exploitation and abuse, any kind of harassment, including sexual harassment, and discrimination. All selected candidates will, therefore, undergo rigorous reference and background checks.
In 2022, the introduction of the Unified Budget, Results, and Accountability Framework (UBRAF) marked a significant advancement in the global HIV response. UBRAF serves as the primary instrument for operationalizing the United Nations Joint Team on AIDS Strategy, which aims to achieve the ambitious 95-95-95 targets—95% of people living with HIV knowing their status, 95% of those diagnosed receiving sustained antiretroviral therapy, and 95% of those on treatment achieving viral suppression. These targets are critical to ending the AIDS epidemic as a public health threat by 2030.

UBRAF 2024-2025 in the Philippines is placing a strong emphasis on addressing the rising rates of new HIV infections among young people, particularly those within key populations. The youth account for a substantial proportion of overall HIV cases, with 34,415 reported cases from January 1984 to June 2023 among those aged 15-24 years. Alarmingly, 98% of these cases (33,629) were acquired through sexual contact. According to UNAIDS (2022), almost all new HIV infections among young people in Asia and the Pacific occur among individuals from key populations and their sexual partners. This trend underscores the urgent need for targeted interventions that not only address the specific risks faced by young people but also involve them in the design and implementation of strategies to combat HIV. By focusing on youth, UBRAF aims to curb the spread of HIV in this vulnerable demographic and ensure that the next generation is equipped with the knowledge, tools, and resources to protect their health and contribute to the broader goal of ending the HIV epidemic.

The services of a HIV Communication Assistant are therefore being sought out to support the project team in developing strategies and communications projects and opportunities to increase the HIV advocacy among the young key population and ensure development of youth-targeted knowledge products, specifically in the Philippines.
