This assignment aims to ensure the quality of the school grant program supporting the reopening of schools in safe states. Under the guidance of the SPEEP Programme Manager and in collaboration with UNICEF’s Education team and local communities, the consultant will map and identify target schools, develop PTA training materials, deliver training for trainers, and support the school grant committee in selecting and awarding grants. The focus will be on eight safer states, with the possibility of expanding to additional states as the situation improves.

Mapping and Assessment of Safe States and localities: Thorough mapping of States and localities where schools are reopening and the adopted school academic calendar.
Data Collection on Schools: The consultant will collaborate with local authorities and partners to obtain up-to-date school information to identify schools most in need of grants.
School Selection and Assessment: Using the selection criteria developed, the consultant will work with local education authorities and SPEEP PIU to assess factors such as school performance, needs, and the capacity to effectively utilize grants.
Development of Training materials and training of trainers: The consultant will Review/ adapt the existing PTA training materials and organize and facilitate training workshops for master trainers on the school grant manual and the development of SIPs which will be delivered to Parent-Teacher Associations (PTA) members, school principals, and representatives from local education offices.
Monitoring and Evaluation: The consultant will conduct ongoing visits to beneficiary schools, monitor the implementation of SIPs and other complementary activities, and document the impact of the grants on teaching and learning. The consultant will engage with local authorities and communities to identify any challenges that may affect the effectiveness of the intervention and will propose follow-up actions as needed, preparing reports accordingly.
Coordination of Rapid Surveys: The consultant will coordinate and support the implementation of School Rapid Surveys.
Scope of Work
The scope of work of the consultant is focuses in providing technical assistance to ensure a rational and transparent school identification and targeting through mapping and data collection, assessment of schools, training of ToTs who would train the PTAs on the preparation and implementation of SIP and providing regular monitoring and documentation of activities. Additionally, the contract will support the coordination of School Rapid Surveys.

Language:
Fluency in Arabic and English is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset.

Remarks:
Please indicate your all-inclusive (lump sum) fees in USD against the deliverables listed above. If there is a need for business travel, the travel costs will be covered by UNICEF separately. The office selects the individual based on best value for money.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
Only shortlisted candidates will be contacted and advance to the next stage of the selection process.
Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
