The United Nations Development Programme (UNDP) helps countries to simultaneously achieve sustainable development and poverty reduction, introducing substantive improvements in the lives of communities. In Argentina, UNDP carries out a programme of cooperation and technical-financial assistance in line with the country’s priorities, which promotes and provides substantive technical and management support to projects implemented by governmental and civil society organizations.

The Environment and Sustainable Development Area promotes the articulation of social, environmental and economic dimensions in development processes, promoting the design, implementation and evaluation of programmes aimed at ensuring sustainable policies in the areas of biodiversity, climate change and disaster risk management, energy, pollution monitoring and control, and sustainable production.

In this line, and according to the Programme Document for Argentina 2021-2025, UNDP contributes to the United Nations Strategic Cooperation Framework (UNSCF), by 2025, the population will have benefited from the country’s progress in the implementation of its environmental regulatory frameworks, based on the strengthening of policies for climate action, pollution prevention, reduction and control, waste management, disaster risk management, energy and sustainable development, and sustainable production and consumption.

In this context, it is essential for UNDP Argentina to strengthen capacities to address the challenges posed in the areas of Energy, Climate Change and Environmental Monitoring and Control, under the direct supervision of the Coordinator for Environment and Sustainable Development.

Position Purpose

Under the guidance and direct supervision of the Environment and Sustainable Development Coordinator, the Programme Associate provides leadership in execution of services in the CO Programme Unit, supports the design, planning and management of the country programme by managing data and facilitating programme implementation. The Programme Associate promotes a client-oriented approach consistent with UNDP rules and regulations.

The Programme Associate supervises and leads the support staff of the Programme Unit. The Programme Associate works in close collaboration with the operations programme and project teams in the CO and UNDP HQs staff for resolving complex programme-related issues and information delivery.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

1.    Ensures implementation of programme strategies focusing on achievement of the following results:
•     Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF and other documents.
•     Identification of areas for support and interventions within the thematic/sectoral areas assigned.
•     CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

2.    Ensures effective support to management of the Cluster´s Project Portfolio focusing on quality control from formulation to implementation of the projects achieving the following results:

•     Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
•     Design and formulation of projects and strategies, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the implementing partners. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
•     Initiation of a project, presentation of the project to Pre PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Quantum for POs, vouchers approval, payments, advances and participates in recruitment processes for projects.
•     Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects.
•     Follow up on audit recommendations. All exceptions are timely reported.
•     Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

3.    Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
•     Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
•     Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

4.    Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
•     Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
•     Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
•     Sound contributions to knowledge networks and communities of practice.
•     Represents the country office in meetings, seminars, discussion groups and other events dealing with the area concerned.
•     Prepares presentation and other briefing materials for Senior Management on relevant issues about his/her thematic area.
•     Organization of trainings for the operations/ projects staff on programme issues.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience
Education:
  • Secondary education is required.
  • A university degree (bachelor´s degree) in Natural Sciences, Environmental Sciences, Political or Social Sciences or Law, or related field will be given due consideration, but it is not a requirement.
  • Master’s degree in Environmental or Natural Resources Sciences or related fields, or Political or Social Sciences with Environmental Orientation/Specialization is desirable.
Experience:
  • Minimum of 7 years (with secondary education) or 4 years (with bachelor’s degree) of relevant progressively responsible administrative/management or programme experience is required at the national and/or international level.
  • At least 2 years of relevant experience at the national or international level in providing advisory services and management of a complex portfolio of project related to the environment field is desired.
  • Experience in programme management, governmental/non-government development stakeholders and communication with government counterparts is required.
  • Experience in design, monitoring and evaluation of complex development projects in any of the following areas of specialization: ecosystem management, climate change, environmental risks management is desired.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems is required.
  • Experience of working with UNDP or another UN agency would be an asset.
  • Experience in dealing with international funds such as GEF, GCF, MPTF or others is desirable.
  • Proven ability to work effectively in multi-disciplinary and multi-cultural teams is desirable.
  • Experience in proven work supporting the government in the development and implementation of public environmental policies linked to international cooperation will be an asset.

Language requirements:

Fluency in Spanish and English.
