Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Consistent with the UN’s renewed focus on Financing for Development (FfD) following the 2015 Addis Ababa Agenda, UN Women has launched a comprehensive set of important initiatives to ensure that financing for gender equality is enhanced and financing for development embeds a gender lens. As we do this, UN Women seeks to maximize both the quality and quantity of financing to the 2030 Agenda for Sustainable Development and SDG 5. Through context-specific policy guidance, technical support and capacity strengthening on the mobilization, allocation and spending of high-impact financing aligned with gender equality objectives, UN Women aims to encourage and support the development and deployment of innovative financial instruments aligned with its vision for an equitable and just global economy. UN Women is equally committed to the development of frameworks, guidelines and standards, which are needed to make financing for gender equality accessible and transparent, and lead to lasting social change and positive effects for women’s economic and social rights, livelihoods, and wellbeing.

Given its gender expertise, convening capacity and well-established partnerships with governments, UN entities, standard setting bodies, IFIs, and the private sector, UN Women, will implement its Sustainable Finance Programme with a view to leveraging these strategic partnerships for the growth of credible feminist financing instruments and mechanisms at global, national and local levels that will ultimately contribute to reducing gender inequalities and strengthening women’s rights and economic autonomy.

Reporting to the Sustainable Finance Specialist, under the overall guidance of Team Lead of Sustainable Finance, the Programme Analyst will provide relevant coordination, communication, and technical to support the implementation and delivery of UN Women’s Sustainable Finance Programme (SFP), as well as provide relevant co-ordination support between other UN Women teams and external partners as relevant.

Key Functions and Accountabilities:

1.   Provide analytical research, data and technical inputs to Sustainable Finance team, including private finance and international financial institutions (IFIs):

  • Contribute to substantive research or analysis on specific areas of sustainable finance to identify, analyze, prepare and/or organize information and relevant briefing materials to facilitate the team’s engagement in events and meetings.
  • Support the development of relevant concept notes for key initiatives and activities for this area of work.
  • Support the quality assurance on the technical inputs to relevant research and toolkits development provided by experts and consultants for the sustainable finance team.

2. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Coordinate the development and implementation of knowledge management methodologies and plan on sustainable finance.
  • Support the establishment and operation of sustainable finance knowledge portal.
  • Prepare background documents, briefs and presentations, social media assets related to sustainable finance area and support increased visibility of UN Women’s work on sustainable finance in close collaboration with the Communications and other relevant Sections.
  • Coordinate and organize advocacy campaigns, disseminations, trainings of UN Women’s sustainable finance knowledge products.
  • Assist the socialization and consultation processes with internal and external stakeholders to build a support network for new sustainable finance vehicles.

3. Provide substantive inputs to partnerships management and resource mobilization strategies

  • Support UN Women’s Due Diligence process related to key partnerships in sustainable finance.
  • Contribute substantive inputs to resource mobilization strategies; analyze and maintain information and databases
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles
  • Participate in donor meetings and strategic partners’ events, as delegated and maintain proper communications and documentation of the same.

4. Provide Coordination and Administrative Support:

  • Support the coordination and organization of events, including preparation of meeting documentation, liaising with relevant divisions and regional/country offices, and ensuring event related follow-up.
  • Keep track of important events requiring the presence of UN Women’s senior management as needed.
  • Provide scheduling support, follow-up on meetings and initiatives in a timely manner.
  • Maintain close contact with other teams and sections within UN Women to ensure timely and quality deliverables of joint initiatives.
  • Liaising with procurement finance, travel and facilities focal points to ensure timely arrangement of transactions, and logistics.

5.  Provide secretariat support to inter-governmental, high-level forum and inter-agency coordination to achieve coherence and alignment of UN Women programmes with Member States and other partners

  • Provide administrative and coordinating support across sections to intergovernmental process, and UN high-level forums such as CSW, FfD, UNGA.
  • Provide administrative support to the sustainable finance team to engage in inter-agency financing for development working groups, and to provide necessary documentation and follow up.
  • Attend inter-agency technical working groups as delegated.

6.  The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Functional Competencies:

  • Strong knowledge and experience with both the public and private sector, particularly financing institutions, sustainable finance and gender equality.

Recruitment Qualifications:

Education and Certification:

  • Master’s degree or equivalent in finance, accounting, economics, global policy, international development, development finance, economics or related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of relevant work experience in programme support, co-ordination, communication, partnership building or a related field.
  • Experience in sustainable finance, private sector and / or impact investing is required.
  • Experience in the United Nations, international organizations, private sector or multilateral cooperation programmes is desirable.
  • Experience in policy analysis related to gender lens investing and sustainable finance is desirable.
  • Experience coordinating and liaising with a range of financial actors including asset managers, stock exchanges, financial institutions, investors and issuers is desirable.

Languages:

  • Fluency in English is required.
  • Knowledge of the other UN official working language is desirable (French, Arabic, Chinese, Russian or Spanish).
