Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
United Nations Security Council Resolution 1325, unanimously adopted in October 2000, stressed the importance of equal participation and full involvement of women in all efforts of maintaining and promoting peace and security. The Government of Uganda has been implementing National Action Plans on UNSCR 1325 since 2008. The first three-year NAP ended in 2010 and the second NAP 2011-2015 expired in December 2015. Uganda is now implementing its third NAP 2021-2025. The NAP provides a framework for the implementation of UNSCR 1325 at country level. It outlines the roles and responsibilities of government, civil society and development partners, and provides indicators for measuring progress. The Ministry of Gender, Labour and Social Development (MoGLSD) led the development and implementation of the past NAPs and is also leading on the implementation, monitoring and reporting of the 3rd NAP, with technical and financial support from UN Women Uganda CO.
Within this broader context, UN Women Uganda Country Office acts as the Managing Entity in Uganda of the Women’s Peace and Humanitarian Fund (WPHF). The UN Women’s Peace and Humanitarian Fund (WPHF) mobilizes critical support for local and grassroots civil society organizations working on women, peace and security and humanitarian action. WPHF is a flexible and rapid financing mechanisms supporting interventions designed to enhance the capacity of women to prevent conflict, respond to crises and emergencies, and seize key peacebuilding opportunities. Currently 12 organizations are receiving funding from WPHF in Uganda.
Reporting to the Programme Specialist Women Peace and Security, the Programme Coordination Analyst is responsible for the day-to-day coordination of the Women’s Peace and Humanitarian Fund portfolio in Uganda, which includes coordinating relationships with national partners/grantees and stakeholders, and coordinating the monitoring and reporting, financial management and other resources of the portfolio.

Supervisory/Managerial Responsibilities:
The Incumbent has no direct line management responsibilities, however they will be responsible for coordinating members of the WPHF sub-team to ensure quality and timely delivery of the portfolio. The sub-team currently consists of an International UNV, a Programme Associate and a Finance Associate, all of whom work on the portfolio part-time alongside their broader functions within the WPSHA Unit/Country Office.
