JOB CONTEXT:
This position is integrated into the Deployment Unit of the Atlas Logistique Division, under the direct management of the UNDAC Operations Manager and in close coordination with the UNDAC Preparedness & Response Officer.
The Liaison & Information Management Officer will contribute to strengthening the essential role of Atlas-HI within the humanitarian network of the very first emergency in general and the UNDAC system in particular.
By maintaining a quality weave with the various key actors on the one hand, by setting up a precise and relevant framework for information management within the operational partnership in question, then by guaranteeing a qualitative and standard technical and operational identity carried by the dedicated Roster of professionals, the LIMO will play a significant role in the ongoing strengthening of the project.
YOUR MISSION:
Your main responsibilities will be:
1: LIAISON AND NETWORK MANAGEMENT
§ Internally at HI-Atlas, to effectively communicate and coordinate between different divisions and stakeholders to ensure smooth and efficient joint operations and effective collaboration.
§ Externally within the humanitarian sector, to effectively communicate and coordinate between different organizations, initiatives and stakeholders to ensure effectiveness of joint operations and relevant collaborations.
§ To build and maintain strong relationships with external partners, donors and crosscutting initiatives on assessment and analysis of access constraint and infrastructure damage to ensure a better humanitarian access to affected communities.
§ To serve as a bridge between the various Atlas-HI emergency response modalities, such as EHRC (European Humanitarian Response Capacity), UNDAC (United nations Disaster Assessment & Coordination), HI Rehab EMT (Rehabilitation Emergency Medical Team), coordination with the Atlas Global Specialist Assessment & Analysis
§ To represent the organization at external events, meetings, and conferences.
2: INFORMATION MANAGEMENT ON ASSESSMENT & ANALYSIS
§ Develop and implement systematic data collection processes to gather relevant information on humanitarian logistics operations, resource availability, and needs assessments during emergencies and preparedness operations.
§ Enhance Data visualization and reporting, creating clear and actionable tools
§ Consolidate a catalogue of key information based on existing relevant secondary data on targeted countries, regions, hazards and based on primary data collected during sudden onset emergency response where Atlas Logistique is deployed.
§ Establish protocols for data validation and verification.
§ Act as a central point for information and practices sharing among the UNDAC assessment & Analysis cell stakeholders (National Emergency Management agencies, humanitarian organizations, governments, UN agencies & private sector actors).
§ Develop key performance indicators (KPIs) to assess the efficiency and effectiveness of Atlas Roster operations.
3: LEARNING PATHWAYS & ATLAS ROSTER STANDARDS
§ Identify technical skills needs, specific skill gaps and knowledge requirements within the Atlas Roster team by gathering input from team members and analyzing past emergency responses and preparedness activities.
§ Develop a structured learning path that incorporates foundational principles, advanced logistics strategies, and practical skills, using varied learning formats.
§ Contribute to the design and execution of realistic training scenarios to enhance technical skills, critical thinking, problem-solving, and decision-making abilities in high-pressure situations.
§ Set clear metrics for assessing the effectiveness of the training program.
4: ADVOCACY ON HUMANITARIAN LOGISTICS CHANGE OF PARADIGM
§ Thought the UNDAC network, advocate for the establishment of a logistics resources mutualization framework that encourages collaboration among humanitarian organizations, government agencies, and private sector partners, optimizing resource allocation and enhancing collective response capabilities in emergency situations.
§ Through the UNDAC network, advocate for the development and implementation of comprehensive logistics preparedness strategies that emphasize proactive planning, training, and resource allocation with the objective to strengthen the capacity of humanitarian organizations and stakeholders to respond swiftly and efficiently to early-stage emergency phases.
§ Within the UNDAC network, contribute to the building of advocacy network increasing awareness of the critical role of humanitarian logistics through targeted information products, workshops, and forums, fostering a network of advocates who support sector transformation.
5: SUPPORT THE DESIGN & IMPLEMENTATION OF THE ALERT-EOC (Atlas Logistique Emergency Response Training – Emergency Operations Center)
§ Contribute to the design of the ALERT-EOC concept (training & SIMEX).
§ Ensure information management on Assessment & Analysis, Coordination & Network challenges and Advocacy on humanitarian paradigm transformation & challenges are included into the learning objectives of the ALERT-EOC.
§ Support the planning, resources mobilization and setup of the First Edition of the Atlas Logistique Emergency Response Training.
ACCESSIBILITY OF THE POSITION:
Based in Lyon, the position is located in Open Space, boxes are available for more quiet if necessary and the work space is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available. Concerning the building, elevators and access ramps are available.
