Organizational Context

The National Security Officer (NSO) is responsible for all aspects of the day-to-day operations pertaining to the safety and security of all UNDP personnel, eligible dependents/partners, contractors, resources, assets, facilities, programmes, and projects in addition to promoting, enabling and supporting UNDP programme delivery throughout Jordan while ensuring compliance with all United Nations security policies, procedures and regulations. In terms of functional matters related to UNDP security, the NSO will report to the UNDP Security Office through the Deputy Regional Security Advisor(DRSA) and Regional Security Advisor (RSA) who will serve as the primary supervisor and and to UNDP JORCO Resident Representative (RR) and Amman Regional Hub Director (ARH) as secondary supervisor. The NSO will coordinate on continuous basis with UNDSS mission in Jordan.

At the Field Level, the NSO will provide support to both the Resident Representative (RR) on matters pertaining to Country Office operations, and to the Amman Regional Hub Director (ARH) on matters pertaining to the Regional Hub, who will both be deemed as secondary supervisors. In instances where a DRSS/RSA is collocated at the duty station with the NSO, the DRSS/RSA will serve as the NSO’s sole supervisor.

Position Purpose

Under the strategic guidance and supervision of the UNDP Security Office through the Deputy Regional Security Advisor(DRSA) and Regional Security Advisor (RSA) who will serve as the primary supervisor and and to UNDP JORCO Resident Representative (RR) and Amman Regional Hub Director (ARH) as secondary supervisor., the National Security Officer (NSO) provides support and guidance in security management to enable effective UNDP programme delivery throughout the country within the framework of UN and UNDP security policies and procedures while protecting and minimizing risks to UNDP personnel and operations.

The NSO may supervise the Country Office GS security staff; and works in close coordination with UN Department of Security and Safety (UNDSS), security partners in other UN agencies, national and local security counterparts, counterparts in Diplomatic missions, NGOs, municipal/civic/religious and traditional leaders to exchange information and implement security programs.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Key Duties and Accountabilities

1.Programming

Example of Duties:

  • Provide guidance and support to the Resident Representative (RR), the CO management team, the Amman Regional Hub Director, and the Regional Hub enabling effective programme planning, implementation and delivery within the framework of all UN security policies and procedures.
  • Ensure the mainstreaming of security into all levels of programme design, implementation and delivery through the substantive monitoring of on-going and future projects and programmes, providing innovative and proactive support, direction and solutions where required, with the guidance of the DRSA. Serves as permanent member of Project Appraisal Committee (PAC).
  • To protect and minimize the risk to all UNDP personnel, property and operations in all locations and at the same time enabling UNDP programme delivery throughout Jordan.
  • Maintain a security network of international and national personnel.
  • Participate as a member of the security cell established by UNDSS in country

2.Threat and Risk Assessment:

Example of Duties:

  • Conduct threat and risk assessments of all UNDP operations and facilities in Jordan as and when required, identifying and implementing appropriate risk mitigation measures.
  • Assist/provide inputs to the Security Management Team through the UNDP Resident Representative and the Amman Regional Hub Director.
  • Follow-up on security incidents and detentions of all UNDP staff with relevant authorities

3.Security Plan and Business Continuity

Example of Duties:

  • Ensure that all UNDP procedures conform to the UN Security Framework.
  • Provide inputs and assist UNDSS in order to establish, maintain and update the country specific security plan and contingency plans in accordance with the UN Security Policy Manual.
  • Ensure that all UNDP personnel are included in the Security Plan of the respective duty stations, (including all UNDP offices housing staff covered under the security umbrella) to be prepared by UNDSS.
  • Follow-up with UNDP Operations on required actions related to the implementation of the security and contingency plans.
  • Ensure that all UNDP offices present in Jordan have a fully functional Warden System in accordance with the country-specific MOSS and Security Plan.
  • Provide security related contributions to the CO and the Regional Support Centre Business Continuity Plans, with guidance from the DRSS. Update information in relevant websites.
  • Facilitate security clearances for all UNDP staff covered under the security umbrella when travelling in areas where required.
  • Brief UNDP staff on security precautions and measures, as required.

4.Minimum Operating Security Standards:

Example of Duties:

  • Ensure that all UNDP facilities, including the Country Office and the Regional Hub, project offices and international staff residences, are MOSS and MORSS compliant.
  • Ensure that all UNDP personnel are provided with, and proficient in the use of, safety and security equipment, including communications equipment, vehicle emergency equipment and personal security safeguards in accordance with the country-specific MOSS.
  • Establish internal communication systems so that all UNDP communications are integrated into the appropriate UN Security Emergency Communications System.
  • Provide advice on selection and procurement of appropriate security/emergency/safety equipment.
  • Provide orientation and training to all UNDP international and national staff members on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas.

5.Information Management:

Example of Duties:

  • Provide timely and accurate security advice to the UNDP Management (including the Resident Representative and Amman Regional Hub Director), programme managers, project managers and visiting consultants.
  • Immediately report all security related incidents involving UNDP staff and eligible dependents to the Resident Representative, Amman Regional Hub Director, D/RSA (or RSA, if present in the duty station) and UNDSS in country.
  • In cooperation with the HR unit, maintain updated UNDP staff lists, for all UNDP units represented in Jordan, including details of visiting missions and consultants.
  • In coordination with UNDSS in country, establish good relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders.
  • In coordination with UNDSS in country, conduct investigations of death of a staff/family member under suspicious and unclear circumstances.
  • Participate in inter-agency security coordination efforts.

6.Funds and Asset Management:

Example of Duties:

  • Support the mainstreaming of security costs ensuring that all projects/programmes contribute resources to implementation of security measures.
  • Formulate and manage the annual work plan and related budget, initiates budget revisions for approval from the DRSS, ensuring that costs and expenditures remain within budgeted and approved limits.
  • Ensure the procurement and proper control, inventory and safekeeping of all security and safety equipment (this includes armoured vehicles), conducting regular inventory checks and report any deficiencies to the DRSS.

7.Office and Residential Security:

Example of Duties:

  • Conduct periodic appropriate security assessments of all UNDP premises, project offices and equipment, providing advice on shortfalls in security preparedness with recommended mitigation measures and ensuring the implementation thereof.
  • Implement and ensure the highest degree of access control mechanisms (visitor/vehicle screening) at all UNDP facilities in Jordan, including project offices, ensuring compliance with security SOPs.
  • Represent UNDP security interests in any common premises that UNDP occupies ensuring that staff safety and security are primary considerations.
  • Day to day security operations, including security guard management at all UNDP facilities in Jordan

8.General:

Example of Duties:

  • The NSO will, in consultation with the RSA/DRSS and the RR/ARH Director, respond to requests from the DO/UNDSS, to perform UN system related security tasks.
  • Supervise the training and day-to-day operations of all UNDP Drivers with specific oversight on the proper and safe operation of vehicles.
  • Any other security related tasks assigned by the RSA/DRSS

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Requirements:

Education

  • An advanced university degree (master’s degree or equivalent) preferably in social sciences, management, or a related security field is required, or
  • A first-level university degree (bachelor’s degree) in combination with two years of qualifying work experience will be given due consideration in lieu of the advanced university degree, or
  • A formal multi-year education in security management, such as military or police Command and Staff College (minimum 9 months full-time) with senior level command experience.
  • Formal training in security risk management is an asset.

 Experience, Knowledge, and Skills

  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or formal multi-year security management education) are required to have a minimum of two (2) years of relevant security or development professional experience.
  • Experience in the use of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web-based management systems such as ERP.
  • Previous experience working in a conflict/post-conflict or crisis environment is an asset.
  • Previous experience working for a United Nations organization with knowledge of the UN Security

Management System as well as UNDP business, operations and programming cycle and Country Office structure/roles and responsibilities is an asset.

Please note that continuance of appointment beyond the initial 12 months is contingent upon the successful completion of a probationary period.
