Duties and Responsibilities
Organization Setting and Reporting Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. This consultancy will be home-based. Under the supervision of the Head of UNDRR Office in Bonn, and in close collaboration with the EW4All Monitoring and Evaluation Working Group (co-chaired by UNDRR and WMO), the consultant will carry out the following tasks: 1. Conduct desk research and undertake a global stocktake of early warning systems within the purview of Early Warnings for All initiative, building on the previous reports. 2. Develop a plan of analysis and identify key data sources for the report. 3. Draft the narrative based on data analyses, case studies and other inputs provided by EW4All implementing partners, governments and partner organisations. 4. Incorporate inputs and comments on subsequent drafts and finalize the document for editing and graphic design (editing and design are not part of this consultancy).
Qualifications/special skills
• Advanced university degree (Master’s degree or equivalent) in international or development economics, Geography, Economics, other social sciences, Disaster Risk Management, Environment, or other related disciplines is required. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. -A minimum of ten years of experience in policy analysis for resilience in the context of developing countries is required. – Experience in data collection and analysis, conducting consultations and drafting in the field of early warning systems.is required.
Languages
Fluency in English is required.
