Le projet intégré d’alimentation scolaire et de nutrition (PiASN)mis en œuvre conjointement par le PAM et l’UNICEF sous financement de l’Ambassade des Pays-Bas, vise à contribuer à la réduction de la malnutrition infantile et de l’insécurité alimentaire dans 8 communes les plus vulnérables de l’Alibori, de l’Atacora, du Couffo et du Zou. Il utilise une approche holistique qui valorise l’école comme porte d’entrée aux interventions multisectorielles de l’éducation, de l’agriculture, de la protection sociale et de la nutrition, tout en assurant le lien avec la communauté à travers la prévention de la malnutrition au sein des ménages autour des écoles à cantine.
Les présents termes de référence sont développés pour permettre aux deux agences PAM et l’UNICEF de recruter un consultant principal qui se chargera de conduire l’étude visant à disposer des valeurs de référence à tous les indicateurs définis dans le cadre des résultats du projet.
How can you make a difference?
Le/la consultant(e) principal(e) qui sera recruté(e) aura pour charges principales de diriger l’étude sur les écoles des huit communes dont les cantines scolaires sont financées par les Pays-Bas. Il approfondira et donnera plus de détails sur la méthodologie définie dans les termes de références de l’étude de baseen insistant sur les aspects méthodes de collecte ainsi que les méthodes et outils d’analyse.
Il définira les moyens de vérification de la qualité des données.
Il supervisera la collecte des données secondaires et des données primaires devant faciliter la réalisation de l’étude.
Sous la supervision directe du chef de l’unité RAM du Bureau Pays du PAM, de la supervision générale du Chef planification, suivi et évaluation de l’UNICEF, de la DCD du PAM et en étroite coordination avec le chef de programme du PAM, le/la consultant(e) principal(e) devra :

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
