A robust and comprehensive operational dashboard for Human Resources will be developed using the existing Power BI framework, seamlessly integrating excel data from both Divisions. This dashboard will be specifically designed to ensure uninterrupted functionality and alignment with UNEP’s reporting requirements, both during and after the transition from Power BI to UMOJA Analytics. The dashboard will provide Directors with real-time oversight in key areas, including: • Human Resources • Geographical Representation • Gender Balance • Consultant Management This solution will empower leadership with actionable insights, enabling informed decision-making and strategic oversight. Transfer of knowledge to local staff to enable upkeep of dashboards.
Duties and Responsibilities
The overall objective of the UNEP’s Industry and Economy Division and Climate Change Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This consultancy is based within the Mitigation Branch of the Climate Change Division, located at the Paris duty station. The Consultant is required to provide specialized technical expertise in customizing new dashboards for programmatic, financial, and operational purposes. Due to recent management directives, additional functionalities must be integrated into the existing semantic model and dashboards. The Consultant will also be responsible for adjusting and modifying data workflows in preparation for UNEP’s transition from BI to UMOJA Analytics. In addition the consultant will map data from an excel table to the dashboard. Additionally, the Consultant will collaborate with the Corporate Services Division (CSD) to tailor the current HR dashboard for use by both Divisions. The consultant will work in close consultation with the Administration Unit in Mitigation Branch, Paris Office . The outputs need to be accepted by UNEP to be considered satisfactory. Objectives 1. Align stakeholders, clarify project goals, and define roles and responsibilities. 2. Understand business needs, identify KPIs, and gather detailed requirements. 3. Identify and catalog data sources required for the dashboards. 4. Extract data from identified sources, transform it for analysis, and load it into Power BI. 5. Ensure end-users can effectively use the dashboards. 6. Weekly meetings to check progress on the current working areas. 7. Performance will be evaluated according to the capability of respecting unit deadlines. Specific tasks and responsibilities • Collect, verify, and update HR-related data from manual Excel files provided by the respective divisions and units • Clean up excel data and standardize, removing duplicates, filling in missing values, and aligning formats • Combine excel worksheets from different units into a centralized location SharePoint or a master sheet to prepare for integration into Power BI. • Perform quality checks on excel data for inconsistencies, errors, or formatting issues before the data is loaded into Power BI. • Map excel data fields to the corresponding fields in the Power BI data model. Define relationships between different data tables and ensure proper connections between sources. • Develop a process to automatically import and refresh excel data into the Power BI model, ensuring that the most up-to-date data is reflected in the dashboard. • Build and design the Power BI dashboard to display the relevant HR metrics, ensuring clarity, user-friendliness, and alignment with reporting needs. • Incorporate custom visualizations to enhance data interpretation. • Set up manual or scheduled refresh processes for updating the Power BI dashboard with the latest SharePoint data at defined intervals • Work with stakeholders to identify and define key performance indicators (KPIs) to track in the dashboard. • Provide training to end users on how to navigate the Power BI dashboard, interpret the data, and utilize the available features. • Develop clear documentation outlining the process for data collection, manual updates to Excel files, and dashboard usage instructions. Qualifications/special skills
Higher certificate in Computer Science is desirable • 5 or more years working in MS-SQL, MI Analysis, Database and Application Development • 5 or more years experience with Power BI (Business Intelligence) • 5 or more years experience analysing and representing large amount of data Skills • Business Intelligence (BI) • Microsoft Power BI • Microsoft SQL Server • Statistical Data Analysis
