Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country including Cairo, Alexandria, Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit and Sohag. Plan international Egypt implements programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives.

Through a five-interconnected, gender transformative and context-fit country objectives, PIE intends along with the various stakeholders at all levels to continue delivering positive and transformative changes so that “Children, especially girls, and young people grow up in an enabling environment, realizing their rights and contributing in both development and humanitarian settings as active agents of change”.

Purpose

The purpose of the role is to Under the overall guidance and supervision of the project coordinator the role of the Project Assistant is to follow up and monitor the project at the PU level, while ensuring a seamless integration and quality of deliverables in line with the Country Strategy. The role will design, implement, monitor and report on progress of project activities in line with detailed implementation plan. The role is the link between the target beneficiaries and all stakeholders critical to the project success.

Project’s Brief:

The project adopts a comprehensive implementation approach to foster the target groups’ access to more sustainable livelihood opportunities, including both self and wage employment. This will be achieved through tailored skills-building programs, vocational training, coaching and mentorship, all aligned with market demands and the specific needs of the direct beneficiaries. Participants will also benefit from seed funding and connections with employers for apprenticeships and employment opportunities. Furthermore, the project will facilitate access to marketplaces and distribution channels, as well as foster networking among business owners and retailers to expand small businesses and encourage the exchange of knowledge, expertise, and resources.

Key outcomes include:

Outcome 1 [Self Employment]: 250 beneficiaries in Alex and Damietta will benefit from business management training followed by seed funding to either start up or expand businesses.

Outcome 2 [Wage Employment]: 150 beneficiaries in Alex and Damietta will benefit from skills development through market oriented and customized training opportunities responding to labor market needs.

Outcome 3 [Economic Inclusion with Social Cohesion]: 400 in Alexandria, and Damietta will benefit from livelihood and economic inclusion activities and events that will foster social cohesion. Within this framework, the project aims to create sustainable livelihood opportunities and improve economic resilience, while also addressing integration and peaceful co-existence in the targeted areas.

Accountabilities:

  • Monitor and follow up the on-project implementation with relevant partner representatives.
  • Facilitate the development of project implementation plans and ensure effective coordination and teamwork.
  • Produce project progress reports on a quarterly basis for Plan International Egypt (PIE) as needed per contractual commitments and obligations as enshrined in the project Partnership Agreement, tracking and monitoring activity progress, ensure activity implementation abides with the set indicators, provide accurate and timely status reports and support the project coordinator to develop the external donor reports.
  • Facilitate regular collaborative partner and other staff reflection and coordination meetings and ensure effective implementation of project activities as per the set timelines and follow up on mechanisms for implementation plan review and modification to achieve the set objectives.
  • Ensure that Plan Egypt’s relevant policies on gender equality and inclusion, child and youth safeguarding, monitoring and evaluation and team security management are embedded into the project implementation plans.
  • Ensure quality and timely implementation of the agreed activities with government stakeholders and partners and provide the needed support to them.
  • Monitoring the project budget, issuing partner advances, and ensuring that budget expenditures align with the agreed-upon plans.
  • Ensure that the budget planning and implementation of the relevant Project Outlines (POs) are done with the maximum level of quality and in tandem with the project objectives.
  • Develop the project’s PO/s in SAP system, ensuring their alignment with the projects’ approved budget and donor’s guidelines.
  • Collaborate with the Field Officers of other projects if any in the same thematic area within Alex and Damietta in developing synergies, fostering cross learning and sharing knowledge resources.
  • Supporting foster relationships with local level government departments/officials and collaborating partners for efficient project implementation as appropriate
  • Supervises the field activities implemented and ensures their accordance with Plan and the donor regulations and policies.
  • Ensures quality and timely implementation of the agreed activities with the relevant stakeholders.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded per the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed per the appropriate procedures
