This position is located in the Data, Analytics and Statistics Section (DASS), Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. Responsibilities
Within assigned authority, the Associate Statistician will be responsible for the following specific duties: • Provide support with the operationalization and implementation of the guidelines on the production of statistics based on administrative data by criminal justice institutions through a national level pilot, identify main challenges faced at national level to produce high quality and standardized data for better decision-making on crime prevention and criminal justice. • Contribute to an implementation manual for the guidelines that can be applied across jurisdictions and different levels of national statistical maturity. • Assist in the development and implementation of capacity building activities on the International Classification of Crime for Statistical Purposes (ICCS) and related statistical frameworks, assist in providing training and technical support on data collection programmes, country practices, methodologies and other related information. • Contribute to periodic updates to the ICCS implementation manual to ensure alignment with maintenance activities to the classification. • Assist in the development or revision of standards on statistical concepts, definitions and classifications in the field of criminal justice (such as ICCS) by performing methodological research and supporting consultation processes with national and international experts. • Assist in the design and upkeep of research instruments, including questionnaires, data collection tools, protocols, standard operating procedures and training materials, including quality control and dissemination of statistical data on crime-related topics based on data analysis and for the preparation of research reports and other technical documents related to crime-related thematic areas. • Prepare draft technical documents for international, intergovernmental and expert group meetings and assist in drafting relevant reports. • Assist in the organization of seminars, working groups and expert meetings. • Ensure coordination with field offices, respective programmes and other stakeholders to promote activities in the field and globally. • Contribute to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties, as assigned.

Education
A first-level university degree in statistics, mathematics, economics, sociology or related field is required. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professional Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P). Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience
A minimum of two years of progressively responsible work experience in developing, maintaining and implementing projects on international statistical standards OR the successful completion of the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Work experience in analyzing the operations of national statistical systems including identifying gaps and weaknesses in said systems is desirable. Work experience in collecting and analyzing statistical data on crime-related topics and producing analytical reports and formulating evidence-based policy is desirable. Work experience in using statistical software packages (e.g. STATA, R) is desirable. Work experience in the management of international statistical databases and the production of statistical data at international level is desirable. Work experience working with and providing technical assistance to national authorities (including national statistical offices) on crime and criminal justice statistics is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another United Nations official language is an advantage.

This position is financed from project funds. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year.
