This position is located in the Office of the Director (OD) of the Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. Responsibilities
The incumbent will be responsible for formulating and implementing the substantive work programme of the headquarters and field-based offices of the Division in their delivery of technical assistance programmes and advisory services. In this capacity, the incumbent will support and coordinate with, the Director of the Division on policy, strategic, technical and administrative matters related to UNODC field-based operations. The incumbent will also coordinate closely with senior managers in other UNODC divisions and offices, and serve as the primary point of contact and key liaison for UNODC Representatives in Field Offices on all matters related to the Division and UNODC operations. Within delegated authority and the overall policy guidance set by the Director, the incumbent will be responsible for the following specific duties: • Lead and supervise the work programme of the Division for Operations and provide guidance and oversight to the work of the OD and UNODC’s field office network. • Contribute to UNODC strategy and policy formulation, including interdivisional strategies and plans, identifying and addressing emerging priorities and partnership opportunities, and conducting advocacy for UNODC mandates. • Support the Director of DO in leading the adaptation of UNODC field operations to effectively implement programmes in a manner that is supportive of the Sustainable Development Goals (SDGs) in the UN Reform context. • Lead UNODC and the Division’s work towards UN-wide strategic planning and cooperation in the field, including with the UN Development Coordination Office (UN DCO) and the UN Development Group (UNDG). • Steer the development and implementation of good practices, policies and procedures for field-based UNODC programmes, and provide guidance to Field Offices on compliance matters as well as on issues of corporate management. • Promote the integration and consolidation of UNODC global, regional and country programmes and activities in cooperation with managers and experts from DO and substantive and administrative experts from other UNODC divisions, and provide oversight of, and maintain coordination with, the Chief of the Border Management Branch (BMB). • Lead, co-ordinate and oversee the formulation and preparation of reports and inputs for various purposes, including presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Oversee DO inputs to reports of the Executive Director for internal approval and subsequent presentation to Member States and intergovernmental bodies on budget/substantive and thematic programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Oversee the preparation of high quality, complex and strategic reports, documents, budgets and resource plans for the Division, ensure that all outputs produced by the Division meet and maintain required deadlines and high-quality standards; that reports are clear, objective and based on comprehensive data and that they comply with the relevant mandates, polices, rules and regulations. • Provide oversight to the work of Regional Sections and their support to field operations, and the strategic, operational and technical aspects of programme management. • Provide guidance, advice and coordination for audits, reviews and evaluations of the Division’s work at Headquarters and in the field, and ensure implementation of relevant recommendations. • Undertake or oversee the programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, reporting on budget/programme performance, and preparation of inputs for results-based budgeting. • Provide guidance to field operations on personnel matters and oversight of DO recruitment; ensure due process, compliance and implementation of HR policies related to gender and geographical balance, and advise the Director of DO on selection recommendations. Ensure effective utilization, supervision and development of human resources; guide, evaluate and mentor personnel; promote professional development and create an inclusive and diverse work environment which fosters civility and respect among colleagues and uphold zero tolerance to harassment, including sexual harassment/exploitation, discrimination and abuse of authority. Ensure compliance with mandatory training requirements, adherence to effective performance management (timely completion of staff workplans, mid-term reviews and end-of-cycle evaluations) as well as with time and attendance management. Participate in and hold the yearly Leadership Dialogue. • Act as First Reporting Officer for Regional or Country Representatives at the D-1 level in the field, Regional Section Chiefs and OD staff, except in cases where further delegation in established. • Lead and supervise the organization of meetings, seminars, etc. on substantive issues. Manage the substantive preparation and organization of such meetings or seminars. • Participate in international, regional or national meetings and provide programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions. • Represent the Division at senior international, regional, national or internal meetings and events, including inter-agency meetings, international conferences and seminars, at EXCOM and other fora, as and when requested by the Director of DO or the Executive Director. • Lead team members efforts to collect and analyze data, and provide insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Education
Advanced university degree (Master’s degree or equivalent) in economics, business or public administration, law, political or social sciences, international relations or related area. A first-level university degree in similar fields in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of fifteen years of progressively responsible professional experience in international technical assistance programme management in the area of drug control, crime prevention, anti-corruption, and/or terrorism prevention related issues is required. A minimum of five years of senior level work experience in providing guidance and oversight of technical cooperation programmes and related implementation processes managed at the field level is required. Experience in monitoring and evaluation, strategic planning, reporting in programme management, risk assessments, and advocacy is required. Experience in managing financial, physical and human resources in line with established policies is required. Demonstrable experience and solid track record of collaborative work style in managing large and diverse teams operating at different locations, covering a wide range of substantive, programmatic and programme support functions, including managing conflicts and holding leaders accountable is desirable. Work experience within the United Nations system or similar international organizations in a field setting is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in English is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
