Mission and objectives
In August 2012, the Government of Colombia and the Revolutionary Armed Forces of Colombia – People’s Army (FARC-EP) began negotiations to achieve a peace agreement. At the request of both parties, a special political mission was established through United Nations Security Council Resolution 2261 (2016), comprising civilian personnel and unarmed international observers. The mission’s mandate was to verify the bilateral laying down of arms with the FARC-EP and to participate as the international component (CI-UN) in the Tripartite Monitoring and Verification Mechanism (MM&V) of the bilateral and definitive ceasefire and cessation of hostilities. This mandate concluded on 25 September 2017. In June 2017, the Government of Colombia and the FARC-EP requested the United Nations Security Council to approve a second UN political mission for a period of three years. In July 2017, the United Nations Security Council adopted Resolution 2366 (2017), establishing a second political mission (Verification Mission) for an initial period of 12 months starting on 26 September 2017. The mandate was to verify the implementation by both the Government of Colombia and the FARC-EP of sections 3.2 and 3.4 of the Final Agreement (political, economic, and social reincorporation process of the FARC-EP and personal and collective security guarantees for the FARC-EP, as well as security programs for communities). During the transition period between July and September 2017, the Mission began provisional activities related to its next mandate, including the task of reporting initial progress to the Security Council.
Context
The UNVMC was established in 2016 under the auspices of the UN DPPA with a Verification mandate in Colombia. This United Nations Volunteers (UNV) assignment is part of UNMVC’s Training Unit work to respond to the Learning and Development needs of its staff and personnel.
Task Description
Under the direct supervision of the Chief of the Training Unit, the national UNN Training Specialist will undertake the following tasks: · Assist in the design, development, delivery and coordination of training events, seminars and workshops aimed at enhancing the competencies and technical skills of staff members in – classroom, online and virtually. Training events also include technical and substantive modules, induction briefings, safety and security briefing, leadership, management, communication skills, and planning. · Coordinate the implementation of external training and follow up with participants on all post-external training requirements such as Post Training Report and Knowledge-Sharing activities. · Collaborate closely with the Substantive Division to ensure their training needs are incorporated in the Training Unit’s plans and programmes and are timely addressed · Assist in the organisation and implementation of budgeted Capacity Building Programmes · Monitor e-learning programs, prepare a monthly training calendar and coordinate and address internal training requests. · Assist in managing the Training Unit’s databases for all training activities and in maintaining accurate statistical input by ensuring that lists of attendance in all activities are submitted to the supervisor for timely recording in INSPIRA. · Convene the coordination meeting for the Onboarding activities with partners and stakeholders. · Manage, coordinate and report on the mandatory Integrated Mission Induction Training for all newcomers in the mission. · Monitor and report on the mission’s delivered and organised training programmes · Update information on the Training Unit’s webpage and Portal · Perform other tasks as directed by the supervisor.

Living conditions and remarks
The training specialist will be based in Bogotá, which is the capital of Colombia, unless support is needed in other regions or cities. It may be necessary that the candidate travel to other assignment locations to implement training activities. All public and health services are available in Bogotá, as well as cultural and other recreational activities. As this is a UNV assignment, the UNV will be responsible for the organization of his/her own home/accommodation and the other essential elements of life. Supermarkets exist everywhere for food and other necessities. Official missions and all movements must be reported to UNDSS. Some degree of medical services is provided in Bogota. All UN Volunteers must ensure that they are up to date with all appropriate vaccinations, which should be clearly and properly endorsed in the International Certificate of Vaccination (“carte jaune”). The unit of currency is the Colombian Peso (COP). Credit cards are usually accepted in shops and UN Volunteers are recommended to open COP bank accounts for VLA payments.
