Overview of position | Established in 1951, IOM is the leading inter-governmental Organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM in Libya assists in providing medical services to vulnerable migrants, IDPs, and vulnerable host populations, especially in detention centres and at disembarkation points and organizing community outreach services for stranded migrants. The Sudan crisis that started in mid-April 2023 has caused many Sudanese people to flee within Sudan and to neighboring countries, such as Libya. The latest DTM report (April 2024) reveals the arrival of Sudanese migrants in Alkufra, Tobruk and Ejdabia, and other areas of the country. The initial results of the evaluation carried out by IOM and other UN agencies have highlighted the urgent need for enhancing the access to health services (from primary to specialized) in those areas, where the health system is already weak and cannot meet the health service need. IOM aims to provide timely medical services to the migrants by deploying medical teams (consisting of a doctor and a nurse), specialists (for regular outreach activities and helping static facilities to offer specialized care and support to migrants) and surveillance teams in enhancing disease surveillance and response capacity of the Libyan MOH. The medical officer will carry out the tasks listed in the section III, following the technical advice of the field health coordinator and under the direct supervision of the clinical supervisor (east). |
Role objectives | – Organize a regular medical outreach activities in migrant-dense locations, camps, migrant worksites, or detention centers to improve access to essential medical services. – Cover emergency medical services during duty hours, including off-hours, if a life-saving situation arises. – Medical treatment and follow-up for beneficiaries referred to secondary care facilities for treatment and/or investigation. – Assess the health needs migrants and vulnerable host communities; identify priority causes of ill health; prepare plans to address these. – Assist in collecting the data related to the health activities conducted by IOM in coordination with the Clinical Supervisor. – Coordinate the implementation of IOM’s Migration Health activities with UN/NGOs/INGOs partners and assist in identifying gaps and needs related to the health of migrants. – Assist in implementing clinical and non-clinical activities to ensure continuous provision of quality health services to migrants, IDPs and host communities. – Ensure that quality control/quality assurance procedures are adopted and followed while providing medical care to beneficiaries up to the national and IOM global standards. – Assist in managing urgent medical cases in coordination with public health referral hospitals. – Assist and follow all the cases referred from the field to ensure quality management of medical conditions to the best available services in the area. – Assist in developing improved systems for regular monitoring and reporting on health project achievements, challenges/early warning systems, and strategic needs. – Participate in active disease surveillance in coordination with the surveillance team following surveillance activities within the designated locations. – Ensure the confidentiality of the medical information of IOM beneficiaries. – Ensure daily or weekly reporting as requested by the supervisors. – Undertake duty travels as required. – Undertake other related duties as assigned. |

Further information | EXPERIENCE: – Strong level of analytical skills and computer literacy. – Minimum of 3 years of demonstrable professional experience in the domain of public health, including in the context of humanitarian situations; experience working within the health system of Libya would be preferred. – Experience in implementing health services for migrants, refugee and displaced persons and other vulnerable groups, including early recovery or post-crisis emergency health programming, would be an added advantage. – Experience organizing community outreach medical services would be an added advantage. – Experience coordinating and liaising with government authorities, knowledge, structures, and functions of Libya’s primary health care system.
